INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 17 JUNE 2014
Tenders were assessed and rated by members of the assessment panel in accordance with the
procurement probity plan evaluation criteria.
The evaluation of the offers identified that the submission from Cook Family Holdings Pty Ltd as
trustee for The Cook Family Trust t/as Suncoast Roadmarking received the highest price score
and the second highest non-price score and is therefore the most advantageous offer to Council.
Suncoast Roadmarking has been providing pavement marking services to the previous and
current Noosa Shire Council and the amalgamated Sunshine Coast Council for a period of 12
years. During that time they have demonstrated that they have the capability and resources to
safely and efficiently carry out the pavement marking requirements of Council.

Finance & Risk
As this is a schedule of rates contract, the total price is dependent upon the quantity of work
allocated to the contractor. A program of works will be developed based on condition inspections
and generally undertaken on a quarterly basis.
The assessment of the annual cost of this contract has been based on the available pavement
marking data and an expected remarking frequency between two and three years which is
consistent with the approach used in the development of the budget for 2014/15.
On this basis, the rates tendered by Suncoast Roadmarking result in the lowest cost to Council
(approximately $127,000) and is within the proposed budget amount. Linemarking required for
capital projects is included with the overall budget for the various projects.
All pavement marking works performed under this Contract will be in accordance with the
Department of Transport and Main Roads’ Manual of Uniform Traffic Control Devices and the
applicable Australian Standards as outlined in the Technical Specifications.
