EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Disaster Management & Public Order Manager to the
Infrastructure & Services Committee Meeting dated 17 June 2014 and request the Chief
Executive Officer to authorise payment of $12,000 to the RSPCA to support the de-sexing and
microchip campaign.
REPORT
In 2013 the Sunshine Coast Council agreed to partner with the RSPCA to deliver a de-sexing &
micro-chip campaign to the region. Preliminary discussions at that time identified that Noosa
Council may also wish to be involved with the RSPCA’s campaign following de-amalgamation.
Recently the RSPCA approached Noosa Council seeking support for “Operation Wanted” an
animal de-sexing and micro-chipping campaign across the Noosa Shire. The aim of the
campaign is to reduce the number of unwanted kittens and puppies born each year that end up
at the RSPCA shelters or local council pounds, and for which no loving home can be found.
The RSPCA are conducting this campaign in 9 regions across the state including the Sunshine
Coast and Noosa Shire. The campaign starts on 1 June and continues until 31 August 2014, five
local Noosa Veterinarian clinics have agreed to participate and will provide animal de-sexing and
micro-chipping at a discount of 20%.
Noosa Council has been asked to contribute $12,000 towards the “Operation Wanted” campaign
with the funds to be used to offset the cost incurred by the Vets and to promote the campaign
within the shire.
Council will be acknowledged as a partner by the Noosa RSPCA in all of their advertising and
agreements with the vets.
Supporting this campaign provides an opportunity for Council to promote responsible pet
ownership and meet its obligation under the Animal Management Act 2008.
Section 53 of the Animal Management (Cats & Dogs) Act 2008 states:
A registration fee paid to a local government must be used –
(a) For the purpose of the Act; and
(b) To administer local laws relating to the management of cats and dogs.
Section 3 states:
The Purposes of the Act are to –
(a) Provide for the identification and registration of cats and dogs; and
(b) Provide for the effective management of regulated dogs; and
(c) Promote the responsible ownership of cats and dogs.
