REPORT
1. Purpose
The purpose of this report is to provide the results of the Expression of Interest (EOI) undertaken
for community activation of Level 1 of the Peregian Surf Club building.
2. Background
A report outlining the recent history of the Peregian Surf Club, approaches to utilise the building,
and a proposed public EOI for the upper level was considered by Council at its March round of
meetings. Council resolved to proceed with the EOI process and formally invite Surf Life Saving
Queensland Sunshine Coast Branch to submit a proposal.
3. Expressions of Interest Overview
The EOI was advertised in the Noosa News, listed on Council’s website and noted in local
newspaper articles. A number of potentially interested parties and community groups were also
advised directly. Respondents were invited to submit applications via Vendor Panel, Council’s e-
tender portal, with submissions closing on 11 June 2019. The EOI supporting material
comprised of:
An EOI Invitation providing background and outlining the Trustee Permit proposed by
Council;
A floor plan of the building’s upper level;
A draft Trustee Permit for the premises; and
A schedule of operational and maintenance requirements;
There were 19 downloads of the EOI material from separate parties through the e-portal and 2
formal EOI submissions were received from the following parties:
Ocean Life Saving Association Inc.
Surf Life Saving Queensland Sunshine Coast Branch Inc.
Notably, a number of groups that had previously indicated interest in the premises did not lodge a
submission.
4. EOI Assessment
An evaluation panel comprising of Council property, corporate and community facilities staff
reviewed the submissions in accordance with its obligations under Council’s EOI processes and
Council’s adopted assessment criteria, being:
Space utilisation plan – 15%;
Contribution to local community – 50%;
Resources, capacity and affiliations – 20%; and
Environment and sustainability measures – 15%.
