       The existing landfill has been shaped and falls away from the landfill cells that have been filled
       overtime. Stormwater from the site falls to the internal overland stormwater drainage system,
       which is directed towards the existing HES Basin, currently centrally located within the existing
       RRA (refer Figures 1A & 1B).

       The landfill site provides collectively for the landfill cells, resource recovery operational area,
       customer interface, weighbridge and access and recoverables area. The site also contains the
       Cleanaway Depot to the northwest and the “Reviva” recycling shop, generally centrally located.


       Approval Background

       The current development was approved as a landfill site in 2005 under a development permit
       for a material change of use for an Expansion of Special Purpose (Waste Disposal and Recycling
       Facility) and Ongoing Clearing Purposes (2005/ 638). A copy of the development approval is
       provided as Attachment 2A. An extract of the approved plan is provided as Figure 2 below.
       A “generally in accordance with” request was also issued on 29 June 2021, a copy of which is
       provided as Attachment 2C.

       The current development approval contains concurrence agency conditions from the
       Department of Main Roads (DMR) and the Department of Natural Resources & Mines (DNRM)
       as they were known at the time. In particular, the conditions imposed by the DNRM allowed
       clearing of regulated vegetation in accordance with Permit A, which is reproduced as Figure
       3, below.
