Town Planning Report - Expansion to Noosa Landfill
“Specialist services and practical solutions”
The intent of the reference to assessing and deciding the change application “in the context
of the development approval” is that the proposed change should not be considered in
isolation. Neither is the entirety of the development including the change re-assessed. Instead,
it is intended the change be assessed with reference to the context of the development
approval already existing for the development3.
State Policy Assessment
South East Queensland Regional Plan
Under part 2.2 of the planning scheme, the Planning Minister has identified that the Noosa
Plan 2020 appropriately advances the South East Queensland Regional Plan 2017 (SEQRP) as
it applies to the planning scheme area. Consequently, an assessment against the SEQRP is not
required. The subject land is included within the Regional Landscape and Rural Production
Area.
State Planning Policy 2017
Under part 2.1 of the planning scheme, the Planning Minister has advised the State Planning
Policy (SPP) dated July 2017 is appropriately integrated within the Noosa Plan 2020 in the
following ways:
• Liveable communities and housing
• Economic growth
• Environment and heritage
• Safety and resilience to hazards;
• Emissions and hazardous activities; and
• Infrastructure.
Under part 2.1.1, the State interests not integrated or only partly integrated, include:
• Natural hazards, risk and resilience for coastal hazards, in part, with respect erosion
prone areas.
The subject land is affected by a Medium Potential Bushfire Intensity and Potential Impact
Buffer under the mapping (refer Figure 5).
In the circumstances, the proposed development will result in the removal of all vegetation
within the subject land to facilitate the expansion of RRA. Further, does not involve the
construction of a building, but rather will provide for an engineered designed pad and new
relocated HES Basin. Consequently, the risk from bushfire to people and property is considered
minimal, given the nature of the use and the level of risk is not worsened. Importantly, because
no buildings are proposed within the RRA, the development is unlikely to result in additional
essential management clearing to reduce the risk of bushfire.
