The State does not provide flood hazard mapping but rather relies on the local government
mapping. The subject site is affected by flooding under the Flood Hazard Overlay Map (refer
Figure 13, below). The flood hazard area is within the middle of the existing landfill site and
       wholly across the subject land.

The applicant has engaged Hydrology and Water Management Consulting Pty Ltd, who has
completed a flood assessment to inform the design of a proposed expansion of the RRA and
the new enlarged HES Basin (refer Attachment 5A). The detailed flood models have been
established and validated and used to create flood maps for the existing and proposed cases.
The model has been re-run to cater for rare events, the results of which are provided in the
additional Technical Memorandum (refer Attachment 5B).

The modelling has determined the impact on peak design flood levels likely to be caused by
the filling of the new RRA pad area. The hydraulic engineer has advised that there is a re-
distribution of floodwaters in the floodplain downstream of the filling; however, there are no
adverse impacts that are likely to affect any infrastructure on the site or surrounding area4.

The proposed development for the improved RRA and HES Basin will not result in added risk
to people and property. Further, the extent and depth of earthworks to be undertaken is
governed by the outlet of the proposed HES Basin, which is addressed in the Stormwater
Management Plan prepared for the site (refer Attachment 6).

Other matters, such as the protection of water quality have also been appropriately reflected
into the planning scheme and do not need to be considered further under the SPP. The
detailed Stormwater Management Plan prepared is primarily intended to manage water
quality to meet current environmental standards under the environmental authority for the
site, while also accounting for flooding. The extent of flooding is not worsened by the
proposed works and will not adversely impact other properties.
