4. ADVICE & INFORMATION
Planning Officer Name - Denis Wallace
The Noosa Plan identifies the brewery/distillery and ancillary dwelling unit components of the
development as consistent uses in No0osaville’s Industry Zone.
The restaurant/café use is identified as an inconsistent use within Noosaville’s Industry zone.
An application will be subject to impact assessment and should demonstrate grounds to
overcome conflicts with the zone provisions, in accordance with S326 of the Sustainable
Planning Act.
Due to the planning scheme conflict, an approval could not be given by staff delegation. The
application would be reported to a full council meeting for a decision.
Staff are likely to support the restaurant use where it is demonstrated to be integral but
ancillary to a bone fide industrial brewing use on the site.
The scale of the restaurant use currently raises planning concerns, being around 50% of the
size of the industrial component. Given the parking shortfall identified with the proposal
plans, staff are currently of the opinion the restaurant component is too large and would
create off-site parking impacts. Other comparable proposals in the industrial estate were
discussed, with the dining components of those being smaller.
The applicant agreed the entertainment and dining component would be scaled back, with
parking to work on site. Plans will be re-submitted for further feedback.
Key elements to be addressed with an application include:
- Provision of sufficient car parking to meet likely demand (based on staffing numbers
and public floor space);
- Demonstrating the business would not create “reverse amenity” impacts on industrial
business in the area based on their potential to create noise and other emissions that
might impinge on the restaurant use;
- Clearly articulated planning grounds to overcome the restaurant use conflict with The
Noosa Plan.
The primary assessment codes applicable under The Noosa Plan are:
Noosaville Locality Code
Business Uses Code
Landscaping Code
Driveways and Carparking Code
Engineering Works Codes
Staff have no objection to the proposed water tank stand corner feature shown on the plans.
Application timeframe is estimated at approximately 3-5 months, allowing for public
notification and a report to a Council meeting.
Please feel free to planning staff to discuss the proposal further.
