PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 8 NOVEMBER 2016
Application No Applicant Application Details Fees & Charges Fee
Policy proposed
OPW16/0220 Keaton 61 Morinda Cir $1,645 $871
Grandemange Noosaville
Earthworks
The applicant has requested consideration of a fee waiver due to the small scale of the earthworks
mainly over the sewer easement for a detached house lot. Limited assessment is required and an
information request will be issued to request certification by RPEQ for the works and an endorsement
from Unitywater. Under the circumstances it is recommended the minimum fee of $871 be applied in
this instance.
The following 2 fee waivers are for proposals which have not been lodged with Council to date.

Policy proposed
Not yet lodged Padre Coffee Retail business Type 2 $16,236 $5,412
Shop
10 Eenie Creek Rd
Noosaville
In relation to current breach action underway with Padre Coffee at 10 Eenie Creek Rd Noosaville and
a meeting with the operator, it is proposed to reduce the application fee for a café for the following
reasons:
Advice to the operators through an application for a kitchen fit out lacked clarity.
The café is relatively small, say 40m 2, and appears to be an integral part of a bona fide industrial
roasting business on the site.
The site is a standalone site that was previously a showroom and parking impacts appear
manageable.
In this instance, a reduction of the fee to the base impact assessment figure of $5,412, rather than the
figure for an inconsistent use or a use commenced without approval, is the appropriate fee.

Policy proposed
N/A Cheyne Douglas Martial Arts Studio $12,243 $4,080
29 Eumundi Noosa Rd
Noosaville
The proposal is to establish a martial arts studio in the newly constructed Coastal Laundry building
which currently has a couple of vacant tenancies. The site is in the Attached Housing Zone therefore
the application fee is subject to a x 3 multiplier with a discount of 25% for the use in an existing
building. The applicant has requested consideration of a waiver of fees in full and while this is not
supported, given the finite assessment issues (parking and residential amenity) it is considered that
the base impact assessment fee of $5,441 less 25% for the existing building is appropriate.
