$3343 Total
The applicant is requesting a single combined fee where the MCU (Landing) and OP Works (Jetty) are
lodged together. The applicant states that prior to the 31st of July 2020, the draft Noosa Plan did not
specifically mention that the Watercourses Works Code was changing, and that a new Material Change of
Use fee for a landing was being introduced on top of the Operational Works fee. There was also no
transition period for the introduction of the new fees and the applicant indicates the additional fee will be
detrimental to their business with the possibility of the business ceasing to trade.
The Noosa Plan 2020 was prepared over a 4 year period with an extensive community consultation period
and for this reason the applicants grounds for a fee variation are not considered warranted.
Notwithstanding this, review of the Noosa Plan 2020 identifies that there are limited additional provisions
in the new scheme for a landing and for this reason it is reasonable to continue to only charge the 1 fee for
applications for private jetties in Noosa Waters/Noosa Sound and review the fees and charges for 2021-22
where appropriate.

MCU20/0078 Glenbrae Tourist Park $7,895.00 $3,947.00
Operation Pty Ltd (20 sites)
The applicant is seeking a reduction in development application fees for an Impact Assessable Tourist Park
at 154 Holts Rd, Cooroy.
The applicant has had a previous approval for a Temporary RV Stop which had to be renewed every year.
The applicant missed the last renewal and now the application has lapsed. Hence the new lodgement.
Under the Noosa Plan 2020, the use falls under a Tourist Park. The applicant suggests that he was advised
that the new application would attract a fee of $3,000, although staff have no recollection of this and it does
not match any fee in the fees and charges policy.
Notwithstanding this given the development has previously been assessed and the proposal remains
substantially the same it is reasonable to reduce the application fee to 50% of the fee, noting that the matter
will require a report to Council and further submissions are likely to be received from nearby residents.

RAP20/0039 Project BA Additions to Detached $2241 $1166
House – height &
setbacks at 30
Nairana Rest, Noosa
Heads
The applicant is requesting a reduction of applicable development application fees as the house at 30
Nairana Rest, Noosa Heads is existing and not a new construction. The applicant states the non-
compliance referral is for design and siting and would therefore like the siting fee to be applied ($924). The
applicant believes the referral is the same amount of assessment as a RAB. Alternatively, the applicant
has suggested the DBW fee of $1166 be applied. The assessment is minimal as the house is existing and
the additions are reasonably minor. The DBW fee of $1166 would be appropriate.
