PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 9 FEBRUARY 2021
In accordance with Councils Fees and Charges 2020-21, Other Change applications attract a fee
applicable to the original type of development. In this instance Council fees are:
Showroom up to 450m2 : $ 5914.00
Showroom plus m2 thereafter: $6 x 741m2= $ 4446.00
$10,360.00
The applicant suggests the above fee is considered excessive based on the amount of assessment
required due to:
The showroom use is a consistent use in the zone
The showroom use complies with development parameters of the zone
The proposal seeks to allow a new use within approved buildings and no external changes are
proposed to the building form, carparking areas or services on the site.
The applicant therefore requests that Council apply a fee or $2218.00 which is attributable to a minor
change application.
It is agreed that a fee variation is warranted but on the basis of the current fees and charges policy
which provides for a discount of 25% for change of use to existing buildings.
Previous Council Consideration
The fees and charges for development applications for this period were considered by Council at the
special budget meeting in June 2020.
Finance
It is noted that the previously reduced application fee agreed to for 256 Gympie Terrace, Noosaville
was insufficient to cover Council’s assessment costs. The applicant has also now appealed
Council’s decision to the Planning & Environment Court and consequently this will mean further costs
to Council.
Risks & Opportunities
The fee variations are considered to be reasonable and adequately justified.
