                                         change of use               Total: $41,822.00
The applicant has requested a fee reduction from the scheduled fee by only applying the fee to one of the
uses.
The applicant advises that although they seek approval for both land uses to afford flexibility for the end
user/purchaser of the units, the individual units will operate as one of the defined uses and not both.
The applicant further feels that the applied fee is excessive in light of the assessment ultimately required
by Council and give the following key considerations:
 In accordance with Council’s Fees and Charges 2020-21, the same development assessment fee
     applies for both land uses, being $5,914.00 (up to 800sqm TUA) plus $6.00 per sqm TUA thereafter;
 In accordance with Council’s Charges Resolution (No.5.1) 2020, the same chargeable rate applies for
     both land uses for square metre GFA and for square metre impervious to stormwater;
 In accordance with the provisions of the Noosa Plan 2020, the same assessable development codes,
     being the Noosaville local plan code, Medium impact industry zone code, Industry activities code and
     Works code apply to both defined land uses. We further note that there are no specific provisions
     within these codes relevant to one use or the other and they apply identically to both land uses.
 An almost identical proposal (albeit under the new Noosa Plan 2020 reflective of the current land use
     definitions) has previously been approved over the subject site. The assessment provisions already
     assessed by Council for a very similar development under the Noosa Plan 2006 are not too dissimilar
     to the current provisions of the Noosa Plan 2020.
In light of the above, the applicant’s request is reasonable.

                                                                     Policy

OPW20/0018.01      Road, Noosaville
The application seeks approval to change the use of two approved industrial buildings for use as
showrooms. The proposal does not seek any alterations to the building form or layout and the applicant
submits that the proposal fully complies with carparking requirements. The applicant advises that the
proposed change is considered minor however does not meet the requirements of a minor change as
detailed under the Planning Act 2016 as it introduces a new use and must be assessed as an Other
Change.
