Scope 3 emissions – business travel
Business travel includes taxi, car hire, air travel and business accommodation that Council
purchased in FY 2020/21.
Scope 3 emissions – 3rd Party controlled Streetlights
3rd Party-controlled streetlights refer to the Energex-owned streetlighting that Council owns. The
electricity emissions were estimated using the market-based approach.
Scope 3 emissions – Fuel losses – transport & distribution
Fuel losses – transport & distribution refers to upstream-related emissions of energy-related
emission sources.
Scope 3 emissions – Employee commute
Employee commute emissions were estimated using employee’s postcode data and assumed that
all employees are using a medium-sized car.
Scope 3 emissions – Working from home
Working from home emissions accounts for the reduced employee commute activity and increased
home energy use and calculated using the prescribed Climate Active formula.
Downstream leased assets – facilities owned by Council
For this reporting period, emissions from ‘downstream leased assets - facilities owned by Council’
which is leased out to the community were non-quantified as Council is still collecting the data from
Energex.
Downstream leased assets – facilities owned by lessees but built on Council land
Emissions from ‘downstream leased assets – facilities owned by lessees but built on Council land’
are not included in the boundary based on the relevance test conducted by Council.
Noosa Council Carbon Footprint over time
Table 1 shows Noosa Council carbon emissions each year since the commencement of the
program in 2015/15 (the baseline year).
Overall there has been a 2% increase in Council’s carbon emissions in FY 2020/21 compared to
FY 2019/20. This is as a result in the increase in electricity consumption (Scope 2) between the
two years however this is likely due to the facilities having to shut down due to COVID in FY
2019/20. Electricity consumption increased in FY 2020/21 compared to FY 2019/20 at the following
Council facilities: Tewantin Admin Building, The Depot, The Leisure Centre and the Noosa Aquatic
Centre. Council Officers continue to monitor electricity consumption on a monthly basis to identify
any anomalies. The recently commissioned solar system on the NAC is expected to reduce
consumption by approximately 30% in the coming years.
Comparing the electricity consumption to the previous “usual year” of FY 2018/19 (pre COVID)
electricity consumption shows a 22% reduction.
Compared to FY 2019/20 there has a been a very slight reduction in landfill emissions, this is
despite an 8% increase in waste to landfill compared to the previous year. This downward trend is
expected to continue over time as the effect of the new wells (installed April 2021) improves the
annual landfill gas capture rate and emission reduction. Council officers are continuing to work with
the landfill gas contractor to identify opportunities to reduce landfill emissions.
