EXECUTIVE SUMMARY
The Tewantin Splash Park is Noosa Council’s only water play and splash park. The facility is
heavily utilised by toddlers, pre-school and younger school children up to the age of 8 years. The
facility hosts parent groups, play groups and informal parties for children within those age groups.
The Park is in need of some urgent repairs to ensure it remains compliant with current standards,
and provides a safe playing environment for the users of the facility.

This report highlights the need to undertake emergent renewal works to rectify the current asset
failures and highlight the lessons learnt from previous construction and product selection to
ensure that suitable construction techniques and equipment are selected in the future to achieve
the maximum potential life of the assets.

RECOMMENDATION
That Council note the report by the Asset Planning Coordinator to the Infrastructure & Services
Committee Meeting dated 23 June 2015; and approve the allocation of $130,000 from the
2014/15 “emergent works – all infrastructure” allocation for renewal works at the Tewantin Splash
Park.

REPORT
The purpose of this report is to seek emergent funding approval for the renewal of the softfall,
play elements and drainage at the Tewantin Spray Park. The Tewantin splash park was installed
under the Sunshine Coast Council in the 2010/2011 financial year and replaced the old Tewantin
toddler’s pool. This park has proven to be very popular with locals and tourists.

Since the initial installation, a number of safety audits and condition assessments have been
undertaken which have identified a gradual decline in the overall condition of the facility in a
shorter than expected period of time. Whilst there are a number of attributing factors that have
caused this deterioration, water play facilities in general are high use facilities that require
ongoing maintenance and monitoring and the expected lives of the assets at these type of
facilities do not normally exceed 10 years.

Recent inspections have highlighted the failure of 3 key elements at the facility:
1. The play surface (rubber softfall matting);
2. The central spray toy; and
3. The internal drainage system.
