EMP – CONSTRUCTION PHASE 4-16
Strategy: To manage the quality of surface water runoff and infiltration and prevent
uncontrolled discharges of low quality waters into adjacent watercourses and
water bodies and underlying aquifer during the construction phase.
Phase- see Element D.1) requirements progressively with development works and landscaping.
Performance Requirement:
Water quality shall be managed in accord with the Environmental Protection (Water) Policy, 1997
and Council requirements. The Water Quality Objectives for the site are described below in
Monitoring. Most compliance levels have been derived from ANZECC (2002) guidelines for Fresh
and Marine Waters and from Council conditions of approval which recognise specific
heathland/wetland water quality requirements. As indicated above, a baseline water quality
monitoring program that will extend into the construction phase is currently being undertaken and is
to continue to be carried out under separate contract. The results of this baseline monitoring will be
taken into account in determining compliance with stated water quality objectives.
Section C.5 (a) provides details of E&SC performance requirements.
Monitoring:
1. The general requirement of the monitoring will be to ensure that:
• Work activities are maintained within the dedicated construction areas;
• Site clearing, and cut/fill activities occur in accordance with the requirements of this EMP;
• E&SC structures are installed in accordance with the requirements of the approved
E&SCPlan as advised by the Superintendent;
• E&SC structures are checked for integrity and functionality on a weekly basis, as well as
after (and/or during) heavy rain events (see rainfall trigger previously defined);
• Stormwater discharges from the site are not causing any damage to downstream water bodies
(especially the heathland area in the Public Esplanade, RF Thompson Environmental Park
and Noosa Inlet);
• Inspections of erosion and deposition and build-up of litter and gross pollutants on a weekly
basis.
2. Baseline (i.e. pre-construction) and construction phase water quality data is to be gathered by a
consultant engaged by the Developer. A specification has been prepared for this consultancy for
the pre-construction and construction phases which will include surface water and infiltration pit
monitoring. Monitoring sites are indicated in Appendix D with details of Infiltration Pit
monitoring also presented in Appendix D. The Principal Contractor and SEO are to be aware of
this monitoring program and liase with the Superintendent regarding the program and results on
a monthly basis (or more frequently should adverse results occur). The following outlines
compliance levels for construction:
