EMP – CONSTRUCTION PHASE 4-19
Strategy: To minimise and control dust and odour emissions.
4. The erosion control measures identified in the Erosion and Sediment Control Plan will be
adopted.
5. To reduce wind erosion, clearing and excavation is to be limited to the smallest practicable area.
Access to these areas will be restricted once clearing and excavation is completed.
6. The mulching of cleared areas will be undertaken as soon as possible and within two weeks of
clearing to reduce dust emissions and control erosion. Mulch stockpiles are to be limited to 10m
in length and not exceed 2m high.
7. No mechanical mulching is to be undertaken within 20 m of residences.
8. All stockpiles of soil will be covered, treated with dust suppressant agents or regularly sprayed
with water if left for more than a week.
9. All materials transported in open trucks will be covered when both entering and leaving the site.
10. Machinery is to be turned off when not in use.
11. All complaints on dust generation will be logged in the Complaints and Incidents Register.
12. On-site external toilets to be located at a distance greater than 20m from residential areas.
13. Stockpiles or storage areas of mulch, bitumen or other potentially odorous material to be located
at a distance greater than 20m from residential areas.
14. The speed limit of vehicles moving within the construction site is not to exceed 30km/hr.
15. On-site burning of cleared vegetation or waste is prohibited.
16. Equipment involved in cutting silica – based material is to have dust suppression controls fitted.
Performance Requirement: No complaints about dust. Dust generation from the construction site
minimised and complies with the Worksafe Australia guideline levels of 120 mg/m3/day and the
guideline level for silica dust of 0.2mg/m3.
Monitoring: Daily site visual inspection of the construction works by the Site Environmental Officer.
Complaints will be monitored. Dust monitoring not required unless significant complaint received.
Reporting: Monthly reports on complaints received to be prepared as indicated in Section 1.7.
Corrective Action: Activities to cease if excessive dust is being generated or complaints are
received. Implement measures to reduce dust emissions before recommencement of work.
