d. nozzle/hose assembly must be capable of dissipating any static electricity
charge generated during filling.
82. Two (2) units of 9kg AB(E) dry chemical fire extinguishers must be provided for the
fuel dispensing installation. The units must be spaced within the dispensing area in
easily accessible positions.
83. Spills and leaks from the dispensing area and tank filling point must be directed to a
spillage control system with a holding tank capacity of at least 20,000 litres. The
covered fuel dispensing area must be paved and graded such that any runoff is
captured by the system. The design must ensure that stormwater does not ingress
this area.
Leak detection for fuel tanks
84. All reasonable and practicable measures must be taken to prevent loss of
containment from the UPSS. An approved leak detection system must be installed
and operated at sufficient frequency, sensitivity and reliability to provide a high level
of confidence that a release of a petroleum product will be detected in sufficient time
for a response to be implemented before an unacceptable risk is posed to human
health, property or the environment. As a minimum standard, all UPSSs are required
to be monitored using a system that:
a. can detect a leak from any portion of the UPSS
b. uses equipment that has been installed, calibrated and commissioned in
accordance with the manufacturer’s instructions
c. is capable of detecting a leak at a rate of 0.76 litres per hour or more, with at
least 95% accuracy and a probability of false detection of 0.05 or less (USEPA)
d. has been certified by an independent third party consistent with the current
USEPA protocols and system of verification
e. reports with a frequency of not less than monthly
f. is operated by a suitably trained person.
Integrity testing UPSS
85. The service station operator must establish, implement, maintain and review
procedures for the maintenance, inspection and testing of UPSS. Procedures must
ensure that equipment and infrastructure is maintained in accordance with
manufacturer’s specifications and relevant Australians Standards.
86. Equipment integrity tests of the UPSS is to be undertaken in accordance with the AIP
Code of Practice at the following times:
a. immediately before commissioning the new UPSS
b. immediately following any upgrade to the UPSS
c. immediately before installing a cathodic protection system on an existing tank
d. immediately following installation of re-used equipment
e. immediately following any equipment retrofit
f. immediately following any repair to equipment
g. where the leak detection systems indicate failure
h. where there is only one method of leak detection system in use
i. where there is evidence of a leak
j. when requested by council.
