REPORT
1. Background

The Council of Mayors (SEQ) was established in September 2005 as an independent advocacy
organisation, it is Australia’s largest regional local government advocacy organisation. Noosa
Council joined the Council of Mayors in September 2021.

In November 2021, CoMSEQ released the South-East Queensland Waste Management Plan
(SEQ Waste Management Plan) which establishes a pathway for SEQ local governments to
address the opportunities and challenges with regards to waste. The Plan was endorsed by all
councils and is backed by the Queensland Government with funding to support strategic
implementation (i.e. not competitive).

Principles underpinning the Plan include:
• Collaboration: Regions/neighbours working together in cooperative ways.
• Households are no worse off: Transition costs avoid being carried by ratepayers.
• Environmental and employment outcomes: Combined environmental and economic
     success.

The Plan focuses on three areas of action towards the 2030 ‘target state’ and these include:
• Optimising comingled recycling
• Removing organic waste for landfill and recovering it
• Optimising the treatment of residual municipal solid waste.
