   4. It is my opinion that, the retention of the mature tree species, as per point 3 above, within
      this 20-metre-wide understorey management zone is allowable and that they will not
      present an unacceptable bushfire risk to the future hotel buildings or guests and staff
      staying or working within the hotel.
Issue 2 – Koala offset plantings as per Gondwanna Ecology Pty Ltd advice dated 25 April 2022
   1. I note Attachment C of the advice from Gondwanna Ecology Group Pty Ltd identifies two
      areas, a red rectangle (Offset area A) at the southern end of Precinct E1 or “The Fairways”
      Community Title Scheme (CTS) area as identified on the Original Noosa Springs
      Masterplan. And a red square (Offset area B) on the golf course between fairway 3 and the
      driving range.
   2. With regard to Offset Area B, this will present no bushfire risk to any infrastructure within
      and around the existing Noosa Spring development, due to the existence of highly
      maintained grassland along Fairway 3 and the driving rage as well as a dam or water
      feature separating residential dwellings to the west of the Golf Course and Fairway 3.
   3. I would further note that the existing Class 1 structures are greater than 100 metres from
      any potential bushfire hazard area and as such any offset plantings within Offset Area B
      will not increase the potential bushfire risk exposure to those existing structures from a
      bushfire within any existing vegetation around the Golf Course.
   4. With regard to Offset Area A, I would note:
           a. The proposed area currently vegetated with a mix of coastal wallum vegetation,
              and which abuts a coast wet heathland area within the Noosa Springs Land and
              within the Noosa National Park.
           b. Gondwanna Ecology Group Pty Ltd is proposing enhancement plantings in this
              area.
           c. We note that an area around The Fairways CTS area is a maintained area with an
              area of 10 metres within the CTS area and an additional area maintained by the
              Noosa Springs Golf Course of a width no less than 30 metres wide. There is in
              total an area of 40 metres wide which receives ongoing management and as such
              seperates the structural bushland from the attached dwellings within The Fairways
              CTS area (see Photographic plate 1).
           d. We note the Noosa Plan (2020) Bushfire Hazard Overlay Map maps an area of
              medium potential bushfire intensity adjacent to this area of the local area. We
              further note, the Noosa Plan (2020), Bushfire Hazard Overlay Map reflects the
              current State Planning Policy Natural Hazards, Risk and Resilience bushfire
              hazard mapping.
           e. Therefore, it is my opinion that this proposed plantings will not significantly increase
              the bushfire hazards within this area and as such will not increase the bushfire
              risks to the adjacent life and property within The Fairways residential structures.
           f.   Further, this plantings will not impede any necessary evacuation from the residents
                in The Fairways CTS area should they be ordered to do so by Emergency
                Services.
   5. As the proposed plantings are only plantings to augment the existing vegetation with an
      estimated number of plantings around 20 specimens, I would recommend the following;
           a. No additional planting be undertaken within 30 metres of an existing structure
              within The Fairways CTS.
