PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 12 JULY 2016
Land Use, Works & Overlay Code Provisions
The following further codes within The Noosa Plan are most applicable to this application:
Residential Uses Code
Driveways & Carparking Code
Landscaping Code
Engineering Works Codes
Natural Resources Overlay Code
Natural Hazards Overlay Code
The application has been assessed against each of the above applicable codes. The pertinent
issues arising out of the assessment of the expanded development are listed below.
Staging
Applicant proposes to stage the development works. It is recommended the development be
carried out in 5 stages in lieu of 6 stages by combining Stage 4 and Stage 5 as shown on the
plans submitted by the applicant. Stage 1a should include the majority of the external works
including the roadworks on DTMR’s main roads and two bus stops and conditions are
recommended accordingly.
Roadworks
Required roadworks include the upgrade of the Elm Street’s intersections with Pearsons Road
and Lamonts Road in accordance with DTMR’s requirements. Further upgrades will be required
on Pearsons Road, Lamonts Road and Trading Post Road, which are Council roads.
Bus Stops
A single bus stop on Elm Street was included in the requirements for MCU permit approval
132007.2398.02 to be located about 70m south of Pearsons Road. However, the Concurrence
Agency’s (DILGP) response and conditions (dated 21 April 2016) requires two bus stops to be
provided by the applicant. It is noted that the engineering drawing (No RF02 Rev. B) for the
Pearsons Road intersection submitted by applicant and endorsed by the referral agency (DTMR)
shows only one bus stop. This matter can be addressed when finalising the related OPW
approvals.
Flooding
The site is not currently included in a flood hazard area but the proposed amendments to The
Noosa Plan’s flood hazard mapping indicate part of the additional Rural Zoned lot (Lot 4 RP
215922) is within a Flood Hazard Area.
The issue was raised with the applicant, who provided assessment to demonstrate the
development works on the lot will not adversely impact on flooding in the area. Development
Assessment staff have discussed the mapping with Council’s Strategic Planning Unit and its
external Hydrology Consultant, Hydralogic Pty Ltd. Hydralogic provided the following flood
mapping extract for the site:
