PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 12 JULY 2016
o service catchments areas for which the network demand projections are stated
in the planning assumptions.
Schedule of works table including information derived from the Excel based schedule
of works model (SOW) and stating the following for each item of future trunk
infrastructure identified on the plans:
o unique map reference to cross reference the item shown on the PFTI map(s);
o the description for the item providing a brief overview of the infrastructure’s
function (or hierarchy), type and size;
o the estimated timing expressed in terms of specific years or time periods (e.g.
2016–2021); and
o establishment cost for land or works stated in current cost terms and be
consistent with the SPA definition of ‘establishment cost’.
Schedule of works model (SOW) being an excel based spreadsheet model prepared
in accordance with the SOW User Manual included in Appendix C of the Statutory
Guideline must be available for viewing or downloading in the original excel format on
the local government website. This model requires the following inputs to be included:
o General financial and other generic inputs;
o Unit cost rates of passive assets and land for valuation of each trunk network
asset item or alternatively, unique values can be entered into the existing and
future asset sheets;
o Demand forecasts for current and future demand per individual cost catchment:
Includes residential and non-residential growth from the planning
assumptions and their applicable charge rates; and
associated individual network catchment demands (eg trips, impervious
hectares, population).
o Asset Inputs for current and future assets for each network and cost catchment
detailing individual asset ID, LGIP ID, asset class, asset name, descriptions,
various asset and land attributes, basic and refined asset values and catchment
asset allocations.
The model then undertakes calculations to provide outputs for:
o Summary Cost Schedule:
Summary of demand and cost allocation by network and catchment; and
Final costs per unit demand by network and catchment.
o Summary Cash Flow Projections of forecast capital works (Cap X) and
anticipated Infrastructure Charge (IC) revenues:
Much of this model’s required inputs and workings relates to details previously necessary
for a PIP under the pre 2011 SPA amendments in order to derive the former ICS charge
rates. Whilst these items are now unnecessary and obsolete under the post 2011 SPA
amendments due to the adopted infrastructure charges regime that now applies, this work
is still required to be undertaken to satisfy the Statutory Guideline to achieve a LGIP signoff
from the appointed reviewer and Minister.
Staff are currently reviewing the current PIP trunk infrastructure network plans and
following Council’s decisions regarding the previous sections, a report on the staff review
and proposed PFTI amendments for the new LGIP will be presented for Council review and
endorsement.
