PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 12 JULY 2016
vi. Extrinsic material.
All relevant background studies and reports prepared in relation to the preparation of the
LGIP must be referenced under ‘Editor’s notes – Extrinsic material’ in the LGIP. This
typically includes planning reports documenting the preparation of the planning
assumptions, establishment or review of the DSS, network planning and preparation of
demand generation rates. SPA stipulates that each study, report or explanatory statement
prepared in relation to the preparation of a LGIP must be available for public inspection and
purchase.
Information of the Statutory Guideline LGIP review process was provided to the previous Council
in the report to Planning & Organisation Committee Meeting dated 19 August 2014 and is
summarised in the following diagram and further information below:
On completion of the draft LGIP document, the following actions need to occur:
Council must directly engage at its own cost, an Appointed reviewer (who has been
appointed to the “Panel of approved LGIP reviewers” set up and maintained by the
department) to undertake the two compliance checks as part of the review process. An
estimated cost of $40,000 has been budgeted for this external LGIP consultancy
requirement.
Council must complete the relevant component of the LGIP checklist provided in the
Statutory Guideline and provide it to the Appointed reviewer;
The Appointed reviewer must review the local government completed LGIP checklist to
assess the LGIP compliance against the Statutory Guideline and complete the remainder
of the LGIP checklist. The Appointed reviewer must also provide a signed written statement
providing a recommendation concerning the LGIP’s compliance with the Statutory
Guideline.
The completed draft LGIP, together with all extrinsic material, completed LGIP checklist,
the Appointed reviewer’s written and signed statement and the SOW model must be
submitted to the Minister for the first State review.
On receiving approval from the Minister, the draft LGIP may then proceed to public
consultation followed by further reviews by Council, Appointed reviewer and the Minister
before adoption by Council can finally occur.
This review process will take approximately 12 months to complete due to the individual review
and public consultation statutory timeframes involved.
3. Review of the Priority Infrastructure Area (PIA) proposed for the new LGIP
The current PIP identifies land inside the PIA as individual nodes for the coastal urban area of
Eastern Beaches, Noosa Heads, Noosaville and Tewantin, as well as the hinterland towns and
villages of Cooroy, Pomona, Boreen Point, Cooran, Cooroibah and Kin Kin that was suitable for
urban purposes in the planning scheme. This contained land generally consistent with the urban
type land use zones for detached housing, semi-attached and attached housing, visitor mixed
use, village mix, neighbourhood centre, business centre, shire business centre, community
services and industry.
