Dear Sir,

Re: Proposed Aged Care Facility
                                 at Walter Hay Drive, Noosaville

Empire Engineering Pty Ltd (Empire Engineering) has been commissioned by Knowles Group to prepare
a Traffic Impact Statement for a residential aged care facility at Walter Hay Drive, Noosaville (Lot 3
SP246584). To assist in the preparation of this Statement, Knowles Group has provided Empire
Engineering with a copy of the proposed development plans prepared by Oskia Designs and dated 14
June 2016 (the development plans).

The development plans show that the proposed development includes 90 x 1 bed suites and associated
facilities such as lounge, dining, activity and medical rooms as well as administrative facilities. The
development proposal also includes onsite parking for 51 vehicles. The car park is accessed via a
driveway link to Walter Hay Drive.

Traffic Analysis
The Guide to Traffic Generating Developments (GTGD) (RTA, 2002) has been used to calculate
generated traffic volumes for the development proposal. The GTGD suggests pm peak hour
generation rates to be adopted for housing for aged and disabled persons is 0.1-0.2 trips per peak
hour.

Applying the upper limit generation rate to the development proposal results in 18 trips per peak hour.
It is assumed that the majority of these trips would be staff exiting the facility for their evening
commute home and possibly some visitors or staff entering or leaving the facility. It is reasonable to
assume that the direction of travel would be split relatively evenly between northbound to Noosaville
and Tewantin etc and southbound towards the greater Sunshine Coast area.
