It is proposed that the site access will connect to the surrounding road network at the existing 3-way
roundabout controlled intersection of Walter Hay Drive and the access to Noosa Civic Shopping Centre.
It is proposed that the site access will form a fourth, eastern approach to this existing roundabout, refer
to the attached Concept Site Access Layout Plan.

The configuration of the existing roundabout is dual (2) 5m wide circulating lanes and a 50m internal
island diameter. In accordance with the Austroads Guide to Traffic Management Part 3: Traffic Studies
and Analysis, the circulating flow capacity of this roundabout would be in the vicinity of 2500 veh/hour.
The proposed development would therefore account for less than 1% of the total peak hour capacity of
the roundabout. That being the case the development traffic does not have the potential to tangibly
impact on the operation of this existing roundabout. It is also suggested that the addition of the fourth
leg will not impact on the operation of the roundabout as the proposed entry point to the roundabout
has over 60m of circulating separation to the southern approach leg and 18 generated peak hour trips
averages out to one single vehicle movement every 200 seconds. The gap acceptance parameter on the
southern approach will therefore be largely unaltered by the addition of the eastern approach.

Upon accessing Walter Hay Drive the development generated traffic is not of sufficient quantity to result
in downstream impacts.

Site Distance
The Austroads Guide to Road Design Part 4B: Roundabouts suggests that there are 3 sight distance
requirements on a roundabout, as follows:

1. Approach Sight Distance (ASD);
2. Minimum Gap Sight Distance (MGSD) of 4-5 seconds at 30km/h (equating to 42m) for an arterial
   roundabout; and
3. An adequate line of site between vehicles on adjacent approaches.

As can be seen on the attached Roundabout Sight Triangles Plan the required sight distance criterion
can be comfortably satisfied at the location of the proposed access to the roundabout.

Internal Circulation and Parking
The internal driveway and car park layouts have been assessed against the requirements of AS/NZS
2890 Parking Facilities (AS2890) for user class 2. AS2890 specifies that angle parks at 90 degrees should
have minimum dimensions of 2.5mx5.4m or 2.5mx4.8m where nose overhang is available with a 5.8m
wide aisle width. These conditions as specified by AS 2890 are achievable on the development site
layout plan. A swept analysis has also been prepared using auto-turn software. For the analysis a B85
passenger vehicle and a 12.5m waste collection vehicle were used. The swept path plans are attached
to this Traffic Impact Statement and indicate an acceptable standard of access to the parking bays and
service bay.

Conclusion
The analysis completed as part of this Traffic Impact Statement has found that the proposed aged care
residential development located at Walter Hay Drive, Noosaville will not have a tangible negative impact
on the existing operational conditions of the surrounding road network. Furthermore it is suggested that
the proposed development is pursuant to the intended function of the surrounding road network.
