SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 FEBRUARY 2019
4. Stormwater Infrastructure Asset Management Improvement Initiatives
The development of the Plan identified a number of initiatives for continual improvement in
achieving good asset management outcomes. Key areas for improvement included:
Asset Inventory;
Condition Assessments;
Capital Planning;
Asset Systems;
Renewal Plans; and
Maintenance Plans.
These initiatives are detailed in the Plan.
Previous Council Consideration
Council has adopted the following Asset Management Plans:
Noosa Council Strategic Asset Management Plan, September 2017;
Main Beach Sand Pumping System Asset Management, February 2018;
Noosa Aquatic Centre Asset Management Plan, March 2018;
Road Bridges Asset Management Plan, August 2018; and
Road Infrastructure Asset Management Plan, December 2018.
Finance
Financial forecasting is a critical objective in developing an asset management plan. Having an
understanding of future expenditure improves the decision-making and planning activities. This
Plan highlights the cumulative asset renewal expenditure of $42m for the next 10 years and has
highlighted the operational and maintenance expenses for stormwater infrastructure makes up
approximately 4% of the $90m annual budget.
The financial summary combined with the maintenance and renewal plans within the Plan
provides the basis of the annual budget process for stormwater infrastructure. The maintenance
and renewal plans will be reviewed annually and a more detailed analysis and review completed
after the next round of asset condition assessments.
Risks & Opportunities
It is important to have a good understanding of the risks associated with the operation of the
stormwater infrastructure assets. Council continues to develop its stormwater infrastructure
management activities to ensure that the stormwater infrastructure is meeting the intended
design life, and where necessary work on the optimised intervention for undertaking rehabilitation
and renewal activities.
The key risks associated with achieving the above objectives of Council’s stormwater
infrastructure management activities and associated levels of service have been identified
throughout this Plan and are outlined below:
1. Unanticipated stormwater infrastructure deterioration and structural failure – it’s
likely that this risk will be accelerated for certain stormwater assets by the increasing
severity in weather and climate change conditions. Predictions and events will need to be
monitored closely to ensure this risk is managed appropriately.
2. Asset Performance – asset failures that influence the determined service levels. A
complete understanding of all stormwater infrastructure assets and their relevant asset
condition will assist in mitigating potential risks.
3. Asset Knowledge - the need to understand the performance of all the stormwater
infrastructure assets at component level is essential in mitigating risks to desired
performance. Detailed inspections and asset data are essential for informed decision-
