5.0 STATE ASSESSMENT AND OTHER MATTERS
5.1 Waterway Barrier Works
The works will involve crossing of Skyring Creek, which is mapped as a High Risk (Red) waterway
under Fisheries Mapping.

The Planning Regulation 2017, triggers assessment under Schedule 10, Part 6, Division 4 for the
proposed Waterway Barrier Works.

The current design details proposed waterway barrier works as follows:
   • Three reinforced concrete box culverts, two x 1800W x 900H RCBC and one central cell
       being 1800W x 1450H link slab.

The proposed works requires assessment against State Code 18 – see Appendix E.
5.1.1 Justification for Waterway Barrier Works
The owner of Lot 2 requires an independent access to this site. Current access arrangement for
Lot 2 is through Lot 1 RP56225, located at 14 Sankeys Road, Federal. Lot 2 has previously had
an access driveway and crossing of Skyring Creek, generally in the same location as the proposed
driveway and crossing.

5.1.2 Alternatives considered
The owner considered a number of options relating to alternatives to the proposed access to Lot 2
including:
    1. No works – this was determined to be unsuitable, as independent access is preferred
           for this separate lot.
    2. Low level crossing – this was considered not possible due to the high southern bank of
Skyring Creek, requiring excessive earthworks to achieve the low level crossing and as
such greater impacts to Skyring Creek.
    3. Culvert crossing – as an access to one lot the use of box culverts is considered to be
the most appropriate for the creek profile and cost to construct in this location. As such
this is the preferred option of the owner.

5.1.3 Design Details
The crossing design plans are attached with the operational works application. The replacement
culverts will have the following features:
