PARAMETERS Proposed Culvert
81.295 (link slab – low flow cell)
Grade (%) 2.0
Cover (m) – 0.55 (middle of road)
5.1.4 Hydraulics and Flooding
A local flood impact assessment was undertaken by Callaghan and Toth, to determine changes to
upstream flood levels, downstream flow velocities and flow capacities of the existing crossing
compared to the proposed culverts. The analysis found the following results:
• Flood Levels:
- 2EY (6 month) HWL 83.47 (0.32 above causeway).
- 4EY (3 month) HWL 82.91.(0.22 below causeway).
- Therefore, in the long term average, the culverts are likely to be overtopped 2 times
per year.
• Velocities across road surface are as follows:
- 100 year: Ave 1.20 m/s Peak 1.50 m/s
- 50 year: Ave 1.15 m/s Peak 1.44 m/s
- 20 year: Ave 1.08 m/s Peak 1.35 m/s
It is also noted that the lower top of creek bank floods in a 2ey and so access to the crossing is
controlled by this flood event. Callaghan and Toth during the design process aimed to have the
2ey driveway and causeway drivable during the 2ey event. With a 300mm water depth and a
velocity of 1.08m/s, this results in a DV value of 0.32 which is safe for adults to cross.
5.1.5 Erosion and Sediment Control Requirements
A construction EMP will be used for the works and will detail management techniques for the site
to reduce erosion and control sediments. Design and installation of drainage, erosion and
sediment controls will be in accordance with the plans supplied by Callaghan & Toth Engineers;
specifically Plan 2319-015, and the Institute of Engineers, Australia - Soil Erosion and Sediment
Control Guidelines for Construction Sites. Supplementary guidelines such as the IECA Best
Practice Erosion and Sediment Control will be used as necessary.
5.2 Works in a State Transport Corridor
Schedule 10, Part 9 Division 4 Subdivision 2 – State transport corridors and future State transport
corridors.
The crossover to the access driveway will be within the State transport corridor and as such
requires assessment against State Code 1 – see Appendix D.
5.2.1 Justification for Works in a State Transport Corridor
The driveway access is to be located in the road reserve of Roses Road, which is accessed off the
Old Bruce Highway road reserve. A driveway has been in this location historically to access Lot 2.
5.2.2 Alternatives Considered
1. No works – this was determined to be unsuitable, as independent access is preferred
for this separate lot.
