1. Operational Plan 2016/17
EXECUTIVE SUMMARY
Nil.
RECOMMENDATION
That Council note the report by the Chief Executive Officer to the Special Meeting dated 16 June
2016 detailing the proposed 2016/17 Operational Plan and request staff to make any required
amendments to the document and present it for adoption at the Special Meeting on 29 June 2016.
REPORT
A Council is required to adopt an Operational Plan each year which sets out its projects and
priorities that support it achieving its long term objectives. As required by the legislation, the
Council’s progress in achieving the outcomes set out in the Operational Plan is also reported to
Council on a quarterly basis.
The format and content of the 2015/16 Operational Plan was developed to reflect feedback from
the previous Council that a shorter and more relevant Operational Plan format was needed rather
than listing every single project and “business as usual” activity in a large document that loses
relevance. Feedback from the previous Council was that the 2015/16 Operational Plan which
focused primarily on the significant projects was much better than the previous 80 page version.
Quarterly reports to Council now allow the Council to focus on progress with the significant projects.
A similar approach is proposed for the 2016/17 Operational Plan.
1 Draft Operational Plan 2016/17 (see Attachment 1)
The Operational Plan has been based on our current Corporate Plan noting that it is proposed to
commence the development of a new Corporate Plan shortly. The five themes in the current
Corporate Plan are included and significant projects and issues have been identified.
The significant projects and issues identified have been sourced from:
New initiatives proposed in the 2016/17 budget;
The proposed Capital Works Program; and
Current projects that will continue.
Section 4
SPECIAL MEETING AGENDA 16 JUNE 2016
A degree of judgement has been used by the CEO to identify significant projects and issues that
should be included in the Operational Plan that the Council will want to monitor on a quarterly basis
during 2016/17. Every new initiative is not included – only the significant ones. Feedback is invited
from Councillors at the meeting to see if the proposed projects identified under each theme are the
key ones.
2 Branch Plans
Every branch within the Council now has a Branch Plan. This plan sets out “business as usual”
services and activities of each branch as well as minor projects approved through the new initiative
process. A sample format has been provided in Councillors budget folders and includes other
issues such as risk assessments. The branch plans are used at a management level and link to
staff performance review processes, management meetings and operational risk management
processes.
To make sure nothing falls through the gaps, the Governance Advisor reviews the approved
initiative lists to ensure that every project is either in the Operational Plan or a Branch Plan.
3 Reporting
To ensure accountability, the following reporting mechanisms will apply:
1. Corporate Plan – Report to Council by the CEO on an annual basis (normally after 30 June)
which highlights the progress on the key priorities in the Corporate Plan.
2. Operational Plan – Report to Council by the CEO on a quarterly basis in relation to the progress
of significant projects identified in the Operational Plan. These reports will be in the same
format as the Council received in 2015/16.
3. Departmental Reports – Each Department reports to Council on a four monthly basis on
progress with their Branch Plans. These reports identify what has been achieved, what is
currently being undertaken and what is coming up. These reports will be in a similar format to
the most recent reports provided by the Directors.
4. Performance KPI’s – Reported to Council by the CEO on a quarterly basis together with the
Operational Plan report. As far as I am aware, we are one of the few Councils to report at this
level. This is not a statutory requirement.
5. Business area reports – Some of our larger or commercially significant services (such as The
J, Noosa Aquatic Centre, Noosa Leisure Centre etc) will continue to report to Council on a
rolling four monthly basis on their financial, customer and operational performance.
Previous Council Consideration
The Council adopts the Operational Plan on an annual basis as part of the budget process.

1. Financial Sustainability Policy
2. Revenue Policy
3. Revenue Statement
4. Non-Current Asset Accounting Policy
5. Debt Policy
6. Investment Policy
7. Procurement Policy
EXECUTIVE SUMMARY
The Local Government Act 2009 requires Council to adopt a number of policies related to the
annual budget to ensure effective and efficient financial governance of the organisation. The
Financial Sustainability Policy is a discretionary policy adopted by Council which is also included
in the budget policy suite. The Revenue Policy (and Revenue Statement), and Debt Policy must
be reviewed annually; and the Investment Policy, Procurement Policy and Non-Current Asset
Policy should be reviewed periodically to ensure they continue to meet Council’s strategic and
operational objectives.
RECOMMENDATION
That Council note the report by the Director Corporate Services to the Special Meeting dated 16
June 2016 detailing the proposed 2016/17 budget related policies and request staff to make any
required amendments to the policies and present them for adoption at the Special Meeting on 29
June 2016.
REPORT
The financial policies required under sections 191-193 of the Local Government Regulation 2012
provide a framework under which the respective activities are undertaken throughout the year.
These policies include the Revenue Policy, Debt Policy and Investment Policy. The Financial
Sustainability Policy is not required under legislation although is considered an appropriate policy
to adopt to reinforce Council’s commitment to prudent financial management of Council’s
resources on behalf of our community. The Non-Current Asset Policy has been included for
adoption with the budget given the direct relationship to Council’s Capital Works Program.
Note that the policies for adoption were also provided to Council’s Audit & Risk Committee meeting
on 10 June 2016 for information.
1. Financial Sustainability Policy
The Financial Sustainability Policy outlines the financial framework that Council will work within to
ensure that community capital is protected and that Council will meet its financial sustainability
targets into the future.
Section 9
SPECIAL MEETING AGENDA 16 JUNE 2016
2. Revenue Policy and Statement
Council is required to prepare and adopt a Revenue Policy and Statement in accordance with the
regulation. The purpose of the Policy and Statement is to set out the principles used by Council for
the levying of rates and charges; granting concessions for rates and charges; the recovery of
overdue rates and charges; and other cost recovery methods (i.e. fees and charges). In addition
the Revenue Statement provides for the amounts of each rate and charge to be levied for the
upcoming financial year.
The Revenue Policy and Statement generally follow the same format as was adopted for the
2015/16 year.
3. Non-Current Asset Accounting Policy
The Non-Current Asset Accounting policy provides a framework for the recognition and control of
Council’s significant asset base in accordance with legislative requirements and in support of
Council’s asset management approach. The policy outlines the relevant asset classes of Council
and also how and when assets are recognised, how they are valued on an ongoing basis, how
assets are to be recorded in Council’s systems, in addition to threshold values for asset recognition.
4. Debt Policy
The Debt Management Policy follows the same format as was adopted for the 2015/16 year. In
accordance with legislation, Council must adopt a Debt Management Policy for the financial year
that includes an outline of borrowings proposed within the current year plus a forecast of
borrowings over the ensuing 9-year period.
New borrowings proposed in the 2016/17 budget include $2.8 million towards funding the
construction of the Rufous Street commercial building, in addition to funding of the new planning
scheme development. The proposed borrowings have no significant impact on the long term
financial position of Council, as evidenced through the net financial liabilities sustainability
indicator, with overall debt levels remaining largely the same as 2015/16.
5. Investment Policy
The Investment Policy 2016/17 remains unchanged from 2014/15 and outlines how Council can
invest community funds based on certain parameters including authorised investments and
acceptable financial institutions to minimise risk.
6. Procurement Policy
The Procurement Policy has been provided for adoption with the 2016/17 budget policies given its
significance and to ensure appropriate governance practice is followed given this is the first budget
adopted by Council since the election in March 2016. The Procurement Policy sets out the
arrangements for the purchasing of goods and services by Council having regard to the sound
contracting principles outlined in the Local Government Act 2009. The Policy also specifies the
relevant expenditure thresholds and related obligations that must be followed when procuring
goods and services on behalf of Council.
Previous Council Consideration
The current policies were previously adopted by Council at the 29 June 2015 Special Budget
meeting (with the exception of the Procurement and Non-Current Asset policies which were
adopted at separate previous Council meetings).
Section 10
SPECIAL MEETING AGENDA 16 JUNE 2016
Finance & Risk
The Revenue Policy and Statement is the head of power that allows Council to levy rates and
charges on an annual basis.
Council borrowing is effectively guaranteed by the State Government, and as such any borrowing
must be approved by the Minister for Local Government (in accordance with the Statutory Bodies
Financial Arrangements Act 1982).
The Investment Policy encourages diversification and aims at preservation of capital as a priority
over investment returns, thereby minimising risk.

1. Draft Organisational Structure
EXECUTIVE SUMMARY
Nil.
RECOMMENDATION
That Council note the report by the Chief Executive Officer to the Special Meeting dated 16 June
2016 detailing the proposed Noosa Council Organisational Structure and request staff to make any
required amendments to the document and present it for adoption at the Special Meeting on 29
June 2016.
REPORT
Although not a statutory requirement, it is good management practice for the Council to re-adopt
its organisational structure each year at the time the Council adopts its Operational Plan and
Budget. This ensures that the Council has an up to date structure which reflects the resources
allocated (budget).
The attached organisational structure identifies Equivalent Full Time staff (EFT) for each
Department and Branch. Once adopted by Council, that cannot be changed without a Council
decision. The detailed structures within branches can be amended by the CEO provided the total
EFT is not changed. This gives management flexibility to fine tune the detailed structure.
The proposed organisational structure for adoption by Council is not significantly different from that
adopted by the Council in June 2015. The Executive Manager has been through a detailed
analysis of every position reconciling last year’s adopted structure to the proposed structure for
this year incorporating the proposed new positions in the draft budget.
As discussed previously with the Council, the intention is to develop a new Corporate Plan and to
focus on priorities / strategies following the finalisation of this budget process. On the basis that
“structure follows strategy”, my advice to Council would be that we have a deeper look at our
organisation structure after that time.
The current structure has been in place since June 2014 and was designed to deal with our start-
up phase. It has served us well in that phase but it would make sense to re-visit the overall structure
to ensure that it suits our current and future needs. I think there are some changes that could be
made to improve our effectiveness and to better align some functions. The CEO proposes to
commence a detailed review of the organisation structure once our new Corporate Plan is finalised.
Section 12
SPECIAL MEETING AGENDA 16 JUNE 2016
The key points to note with our proposed structure are:
Total EFT last year was 345 and the total EFT this year is proposed as 352.17. It should be
noted that for long term comparative purposes, we exclude the fixed term project positions (full
details below)
The draft organisational structure reflects
(i) Outcomes of service reviews as adopted through the budget process; and
(ii) Proposed positions identified through the new initiative process.
There are no redundancies proposed in this budget but some vacant positions will be removed;
The organisation changes in this budget are as follows:-
New Permanent positions included in EFT count
Position EFT Notes
Relief Administration Officer 1.00
Capital Works Project Manager 1.00
Capital Delivery position 1.00 Position in structure but held until service review
ICT Application Administrator 1.00
NAC Operations Supervisor 1.00 Service review outcome
Customer Service IPAN 0.10
Natural Areas Officer 1.00
Senior Property Officer 1.00 Service review outcome
Additional Economic Development Officer 1.00
Total 8.10
Temporary positions for various fixed terms - associated with specific projects with these
positions to expire at the conclusion of the relevant project and are not included in the comparison
EFT count.
Position EFT Notes
New Planning Scheme contract staff 4.00 Multi year fixed appointment terms to coincide with
the development of the planning scheme
Footpath and Signage Audit role 1.00 One year fixed appointment term
Building microfiche scanning project 1.00 One year fixed appointment term
Waste Management Officer 1.00 Two year fixed appointment term (aligned with
preparation for and implementation of the waste
contract process)
Waterways protection education 0.25 One year fixed appointment term
Total 7.25
Section 13
SPECIAL MEETING AGENDA 16 JUNE 2016
Current permanent vacant positions being removed from structure
Position EFT Notes
Library 2.00 Vacant positions with salary costs to be re-
invested into library improvements as per service
review
Civil Operations 1.00 Street sweeping function now contracted out with
staff member reallocated to existing vacant
position
Total 3.00
The net effect of the above changes is that there are 5.10 additional permanent EFT and 7.25
EFT additional fixed term positions.
The draft structure also includes the changes in the Local Laws Branch where two parking
officer positions which were previous filled by labour hire staff have been converted to
permanent positions as a result of the Local Laws Service Review.
As identified previously to Council, there is one Service Review still not completed from
2015/16, namely the Building and Plumbing Branch. The structure and resources in that area
may need to change once that Service Review is complete and that will be reported to Council.
The intention is to have the review finished shortly but we will wait for the Manager to return
from leave to get final input before bringing the completed review to Council. Any consequential
budget issues can be addressed through our normal budget review processes.
Previous Council Consideration
The Council last adopted the whole of Council organisational structure at the time it adopted the
2015/16 budget.

Overview
Our Vision:
Our Mission:
Noosa Council’s 5 year Corporate Plan 2014 - 2019 sets the overarching strategic goals and key priorities for the five year period from 2014 to 2019.
The achievement of our strategic goals and key priorities over the five year period is supported by an annual Operational Plan and annual Branch Plans.
These documents provide the specific detail and direction for significant projects and “business as usual” activities for the relevant financial year.
Annual Budget
Our annual budget provides the financial framework for the organisation to deliver outcomes for our community. In accordance with the Local Government
Act and Regulation, the annual budget sets out the funding parameters for both the significant projects and initiatives contained in the Operational Plan, as
well as our core Council services contained in our Branch Plans. This process ensures every activity undertaken by the organisation is appropriately
funded and carefully planned. Our annual budget also assists Council in achieving its long term financial goals as set out in Council’s Financial
Sustainability Policy.
3
Section 18
Overview (cont’d)
Operational Plan 2016/17
Our Operational Plan 2016/17 details the significant initiatives that our Council will undertake during the 2016/17 financial year as we progress further
towards the achievement of our strategic goals and key priorities set out in the Corporate Plan 2014 - 2019. The Council intends to review its
Corporate Plan in 2016/17.
In accordance, with the Local Government Regulation, the annual Operational Plan must state how the local government will:
Progress the implementation of the five year Corporate Plan; and
Manage operational risks.
Compliance with the above legislative requirements will be achieved as follows:
The Operational Plan will clearly identify the linkage between each project and our key strategic goals set out in our Corporate Plan
Major projects will have a detailed project plan, which will include an assessment of operational risks in accordance with Council’s Risk Management
Framework.
The Chief Executive Officer will report to Council on a quarterly basis on the progress towards achieving Council’s Operational Plan.
Annual Branch Plans 2016/17
Whilst the Operational Plan specifies the significant initiatives and projects which Council will undertake over the next 12 months, our ‘business as usual’
activities must also be subject to careful planning and regular review to ensure the organisation continues to deliver and further improve services provided
to our community.
Each of our branches within Council will have a detailed Branch Plan for the 2016/17 financial year. Each Branch Plan will be reviewed on a quarterly
basis by the relevant Branch Manager and Director. Directors will provide a report to Council in February, May, August and November on their
Department’s progress. The CEO will provide an annual ‘wrap up’ report to Council in July 2017.
Each Branch Plan will contain the following detail:
The relevant Branch’s objectives with linkages to our Corporate Plan strategic goals;
“Business as usual” activities planned for the next 12 months including projects approved in the 2016/17 budget process; and
Key dates, milestones and performance measures for various business activities over the 12 month period.
A comprehensive risk assessment towards achieving annual Branch objectives will be undertaken in accordance with Council’s Risk Management
Framework.
