Figure 8 – Noosa Plan Zoning

A relocatable home park is defined by the Noosa Plan 2020 as the use of the premises for:
    a) relocatable dwellings for long-term residential accommodation; or
    b) amenity facilities, food and drink outlets, a manager’s residence, or recreation facilities for
the exclusive use of residents, if the use is ancillary to the use in paragraph (a).
While the applicant has applied for Relocatable Home Park (Community and Affordable Housing),
it is not considered that this is a suitable mechanism to satisfactorily ensure the proposal provides
an affordable housing product that is managed and owned by not-for-profit community housing
providers. Concerns are raised as to the ability to impose appropriate conditions under this type of
approval with no agreement provided by the applicant outlining the mechanisms for the continued
use of the site for affordable housing.
Strategic Framework
The Noosa Plan 2020 includes a population management strategy of:
• consolidation within existing urban areas,
• supporting infill development to support a sustainable population,
• compact settlement pattern, and
• an emphasis on providing more affordable housing choices by encouraging small dwellings.
Pertinent Strategic Intents include:
Section 3.2.2 Strategic Intent:
Success has come by finding the delicate balance between meeting contemporary needs and
ensuring that the community's core values are not eroded. This includes measures to:
