GENERAL COMMITTEE MEETING AGENDA 14 JANUARY 2019
changes to the existing traffic environment, compared to that which existed in 2008, that would
warrant changes to those original conditions of approval.
Council engaged an external traffic consultant who has recommended that if the applicant wants
to revert to the number of trucks permitted to access the site under the original 2008 approval, then
the original 2008 court issued conditions of approval should be reinstated verbatim. This includes
the reinstatement of the original wording for conditions 5B, 5C and amended wording to conditions
8 and 9, relating to the re-location of the access, from the 2008 approval. Subsequent to this advice
the applicant provided traffic reports to address the existing access and the concerns of Council’s
consulting traffic expert and included a proposal to widen the road to facilitate turning movements
and vehicle passing at the existing access point. These reports have been reviewed by Council
officers and consulting traffic expert and the proposed upgrade of the existing access found to be
a satisfactory solution.
The road widening is predominately in a cleared area to the south of the current road formation,
with clearing of vegetation on the northern side of the road limited to accommodate the proposed
table drains and batter formation. The vegetation in this area is a mixture of regrowth and mature
tree species, characteristic of the area. Camphor laurels (weed species), Brushbox, Soap woods,
Acacias, Figs, Bumpy Ash and Guioa are representative of the vegetation in the road reserve. The
location of the road works in this area will result in less clearing when compared with the original
approved access location, due to existing cleared areas in the southern road reserve section.
Additional conditions may also be included to require replacement planting within the road reserve.
Accordingly, it is recommended that conditions 8 and 9 be amended to address the change to the
existing access and road widening as follows:
8. The applicant must undertake improvement works to the existing site access to Cooroy
Mountain Road to the reasonable satisfaction of Council. The intersection between Cooroy
Mountain Road and the site access must be designed and constructed to provide safe turning
areas for the vehicles likely to use the access and passing opportunities for other road users.
The works must:
a. be generally in accordance with drawing number R01 -Revisions C prepared by Barlow
Shelley Consulting Engineers dated 20 December 2018,
b. be designed and constructed in accordance with the most recent edition of the
Department of Main Roads Road Planning and Design Manual and The Noosa Plan
Planning Scheme Policy 5 Engineering Design Standards - Roads, Drainage and
Earthworks, and
c. the internal driveway at the access point must be widened sufficiently to ensure that all
vehicles exiting the site and travelling west can remain on the southern side of the
centreline of the improved Cooroy Mountain Road.
9. The full extent of the driveway from Cooroy Mountain Road to the loading area of the facility
must be sealed, designed and constructed in accordance with AS/NZS2890.1-2004,
AS2890.2-2002 and The Noosa Plan Planning Scheme Policy 5 Engineering Design
Standards - Roads, Drainage and Earthworks. The driveway shall be designed and
constructed to grades that prevent vehicles from scraping and/or bottoming. Should any
driveways be constructed to grades that do not comply with ASINZS2890.1:2004 and
AS2890.2-2002, Council will require that the driveway be removed and reconstructed to
levels that do comply.
The additional conditions to address the replacement planting within the road reserve are
recommended to read as follows:
Landscaping Works
B1. The road reserve opposite the site access must be landscaped. The works must be
undertaken in accordance with an Operational Works approval and the Noosa Plan for that
specific area and must include in particular:
