GENERAL COMMITTEE MEETING AGENDA 14 JANUARY 2019
Time risks
Wet weather delays. The timing for construction mitigates these risks by working during the
typically drier months of the year with works planned to commence post summer season.
Environmental risks
Proximity of works to the Coastal Management District. Council staff have liaised and
confirmed with the Departments of Environment and Science, and State Development,
Manufacturing, Infrastructure and Planning, that these works are exempt from the
development processes, as it is operational in nature.
Proximity to turtle breeding habitats. The street lighting design was developed by Energex’s
Public Lighting department to minimise light pollution impact on the beach dunes, a known
turtle breeding site. The streetlights have been installed prior to these civil works to reduce
the risk of concurrent delays to Council.
Safety risks
Exceed will be appointed as the Principal Contractor and responsible for the Workplace
Health and Safety (WHS) of the construction site. Prior to construction commencing, WHS,
traffic and pedestrian management plans are required to be submitted to Council for
approval. Council will undertake regular audits on contractor compliance with these approved
plans throughout construction.
Scope & Quality risks
Exceed are a prequalified supplier to both Noosa Shire and Sunshine Coast Regional
Councils through the SA161 Construction of Concrete Pathways supplier arrangement panel.
The risk of meeting project objectives will be managed via Council staff reviews.
Resourcing risks & opportunities
Exceed have demonstrated resourcing and capability on similar works for Council previously,
including re-establishing and completing the installation of precast islands after asphalt
surfacing by Council’s contractors.
Coordinated works. By coordinating these civil works in conjunction with the annual
resurfacing program, construction efficiencies can be obtained by Council and is the best
approach to minimising the disruption to the travelling public.
Consultation
External Consultation - Community & Stakeholder
Consultation for this project has been undertaken through an extensive public community
engagement process, including using the Your Say Noosa web portal. There was overwhelming
