GENERAL COMMITTEE MEETING AGENDA 14 JANUARY 2019
Whilst only one submission was received for this tender, Exceed successfully demonstrated their
capability and the necessary resources to complete this project and provide a cost effective
solution.
3. Program & Next Steps
Pending Council approval, Exceed propose to construct all works up to the existing pavement
surface within a month. At this point, the works will be handed back to Council for asphalt surfacing
under the annual resurfacing program. Upon completion of the resurfacing, Exceed will install the
precast traffic islands, completing the project.
This coordinated approach was selected to minimise disruption to the travelling public and
maximise efficiency with the resurfacing program.
4. Construction Management & Inspections
Under the construct only delivery model, Council will maintain the overall project management role,
coordinating Exceed’s works with the resurfacing contractor.

Risks & Opportunities
Financial risks
Non-competitive tender evaluation with one submission received. This risk is mitigated
through the tenderer being a prequalified supplier to both Noosa Shire and Sunshine Coast
Regional Councils through the SA161 Construction of Concrete Pathways supplier
arrangement panel.
In addition, this was an open market tender with public advertisement, satisfying Council’s
procurement process.
Client request for scope changes. This will be mitigated through project management and
limitation of client requested scope variations.
Latent conditions. Typically related to utility services, previous investigations and survey
have mitigated much of this risk.
Variation risks. This has been mitigated through a combination of lump sum construction
procurement method and Principal Supplied items.
