MCU14/0106 Appendix J - Retail Needs Assessment
Based on the above it is readily apparent that there is a major gap in the market in Noosa for an
additional DDS. As a consequence of the current deficiency, the Noosa community are not currently
provided with the range and choice available to people in most other established urban areas with a
reasonable population base. There is an obvious need for another DDS in Noosa.

7.2.2 FLOORSPACE PROVISION ASSESSMENT – SUPERMARKET
The approach for determining the potential for additional supermarket floorspace at Noosa Civic is similar
to that used for the DDS. However, we note that the results of the supermarket analysis are more elastic
than the DDS results. This is primarily due to the greater number of options for supermarket spending
within the trade area, which raises the question of how much supermarket spending is likely to be
diverted from these existing locations to Noosa Civic if it expands its food and grocery offer. The fact that
supermarkets in the Noosa trade area are typically relatively small stores also has implications in terms of
range which needs to be taken into account.
This supermarket floorspace provision assessment utilises the Queensland non-metropolitan
supermarket benchmark of 370 sq.m per 1,000 people.
Based on the Queensland non- metropolitan benchmark of 370 sq.m per 1,000 people, the main trade
area could support around 6,220 sq.m of additional supermarket floorspace in 2016 and just over 10,500
sq.m of additional floorspace by 2031 (refer Table 7.2).
It is relevant to note that this assessment is only based on the local resident population and does not
account for any uplift from tourists/visitors.
As a consequence of the current underprovision of supermarkets, and the additional demand resulting
from tourists, it should be expected that supermarkets in the Noosa trade area are likely to be achieving
very strong trading levels. In turn there would be expected to be strong retailer demand for the proposed
supermarket space within the proposed development.
