We have employed two different methods of analysis to assess the impacts of the Noosa Civic Expansion
on alternative retail options. For convenience these are described as:
Method 1:Market Share Approach – This is based on very specific spending data, and hence
market shares, by postcode, from Quantium relating to actual electronic transactions over a full year.
Method 2:Turnover Allocation Approach – This also relies on the Quantium data to some degree
but in this instance the intercept surveys and professional experience have been used to determine
the distribution of trade, and hence market shares, for individual centres within each postcode.
The two approaches balance at the postcode level and therefore the overall results should be quite
similar.
The impact methods adopted are both based on the principle that if shoppers choose to direct some of
their retail expenditure to the subject development proposal then they will reduce their expenditure at
other centres or channels in direct proportion to their usage of each centre or location, as reflected by
each centre’s market share from the various trade area sectors. The assessment of impacts on specific
centres therefore relies on an understanding of the existing level of usage of centres in the trade area and
beyond which, in this instance benefits from unique actual spending data from Quantium.
Similar to the escape expenditure analysis in Section 7.2, the assessment of economic impacts are
determined based on the two scenarios outlined previously – that is, no development (Case 1) and
development (Case 2). The purpose of this is simply to determine the status quo situation in 2018 (i.e. the
change that would eventuate if nothing else happened).
