The impact analysis demonstrates that the proposed expansion of Noosa Civic is an appropriate
development that will significantly improve the offer within the Noosa Shire Business Centre and would
not have an adverse impact on the sustainability of the activity centre hierarchy in the Noosa Shire and
surrounding regions.
It will also contribute to consolidating the NSBC as the highest order activity centre in the Noosa Shire, in
accordance with its intended role in the Noosa Plan.
Overall, this analysis suggests that the effects of the proposed development will be a one-off impact. The
impact is equivalent to less than two month’s real growth in the case of Hastings Street, two years real
growth in the case of Noosa Junction, two and a half years in the case of Noosaville and four years for
Tewantin. All centres will also benefit from growth due to price inflation over the forecast period. This
clearly indicates that the role and function of existing centres will not change.
In any event, any negative consequences for individual businesses will be more than made good by the
subject development proposal, which will also have a number of positive consequences, including a
reduction in escape spending and the travel costs associated with this, and additional employment
opportunities. Additionally, some businesses will undoubtedly choose to undertake refurbishments and
other physical improvements, which is a typical competitive response. In our view there is a very strong
likelihood of this response due to the age of some of the fitouts and the lack of any imperative to invest
over the past few years.
