 In volume terms, the highest impact is expected to fall on the Noosaville area as a whole
(-$27.8 million). Retailers in Noosaville currently draw well from the Noosa Civic primary trade area
which means that the proposed expansion is more directly competitive with Noosaville than most
other centres. The proposed development will therefore result in some transfer of spending away
from this centre to Noosa Civic, especially in relation to supermarket trade. Nevertheless the one-off
impact is manageable given the strong trading performance of the supermarkets, in particular, the
diversity of land uses, and the contribution of tourists in the area, all of which will diffuse the
    competitive effects.

 All impacts are within manageable levels for each of the centres shown in Table 8.6, as demonstrated
by the resulting average trading levels (ATLs) for centres after the Noosa Civic expansion (see Table
8.6). All centres would continue to achieve a trading level near or above the benchmark levels for
    their respective centre type.

 Table 8.6 outlines the forecast average trading levels for the selected centres in 2018 under both the
Case 1 and Case 2 scenarios. Almost all centres within Noosa Civic’s trade area are forecast to
achieve higher ATLs in 2018 following the Noosa Civic Expansion in comparison to the current
    situation in 2014.

 Forecast market growth in the trade area and an expected increase in tourist visitation to the region
are expected to quickly offset the impacts and provide the opportunity for existing centres to make
improvements and new centres to be developed.
