Local market growth between 2014 and 2018, as well as growth in tourism, would help to offset these
one-off impacts and the resulting change in turnover would be modest and easily absorbed by the
affected centres.

In any event, any negative consequences for individual businesses will be more than made good by the
subject development proposal, which will also have a number of positive consequences, including a
reduction in escape spending and the travel costs associated with this, and additional employment
opportunities.

Additionally, some businesses will undoubtedly choose to undertake refurbishments and other physical
improvements, which is a typical competitive response. In our view there is a very strong likelihood of this
response due to the age of some of the fitouts and the lack of any imperative to invest over the past few
years.

The impact analysis makes it clear that the centres network can support the expansion. The proposed
development at Noosa Civic will impact centres in the network in which they operate at a particular point
in time and on specific retail product groups, but the centres across the network will still grow, as the retail
spending market exists to support them.

The proposed development, will also contribute to strengthening the Noosa Shire Business Centre as the
highest order activity centre in the Noosa Shire which is very much in line with the Noosa Plan.

OTHER BENEFITS
The proposed development is also expected to have a number of other benefits to the Noosa Shire.

REDUCTION OF ESCAPE EXPENDITURE
The additional retail floorspace proposed at Noosa Civic is 21,980 sq.m and is expected to increase the
level of discretionary retail facilities at the centre. Whilst escape spending will still occur to other centres,
particularly Maroochydore, Nambour and Brisbane, an expanded Noosa Civic would result in retail
escape expenditure from the main trade area decreasing from 37.5% to 32.3% in 2018, relative to the no
expansion case. Apparel escape expenditure is forecast to be reduced from 57.0% to 36.3%.

EMPLOYMENT BENEFITS
Our assessment of the impact of the proposed development indicates that it will have a significant
positive impact on employment levels, both locally and in the broader economy.

The proposed development is expected to generate employment for approximately 940 part time and full
time employees. Allowing for 15% of this employment to be redirected from other locations (a
conservative assumption), the net additional employment is estimated to be approximately 800 workers.

In addition to the additional direct employment generated from the ongoing operation of the expanded
centre, there are multiplier effects felt throughout the local, state and national economies.
