MCU14/0106 Appendix J - Retail Needs Assessment
They also provide business, service and major retail and convenience functions. With a secondary, sub-
regional administration focus, they are intended to accommodate district or branch offices of government
and facilities of regional significance.
3.2 NOOSA PLAN
The Noosa Plan was adopted in 2006 to identify the planning framework that will guide development in
the Noosa area towards a vision for 2015.
In terms of the centres network, the Noosa Plan outlines the following hierarchy:
Shire Business Centre
Business Centre
Neighbourhood Centre
Visitor mixed use
The centre definitions are therefore different from those used in the SEQRP, mainly due to the need for
the Noosa Plan to include all centre types.
Noosa Civic is located in the Shire Business Centre, the highest order centre in the area covered by the
Noosa Plan, the intention of which is outlined below.
SHIRE BUSINESS CENTRE
As previously indicated Noosa is designated as the MRAC for the northern part of the Sunshine Coast,
providing for a mix of business, service, and major retail and convenience functions. It complements
Maroochydore as the PRAC for the Sunshine Coast, providing services for the sub-regional catchment at
the northern end of the coast.
Under the Noosa Plan NSBC is a Major Activity Centre for the purposes of the SEQ Regional Plan and
the highest order centre within the former Noosa Shire. It is intended to be developed in stages consistent
with the needs of the population of the former Noosa Shire and areas to the immediate south
BUSINESS CENTRE
The Noosa Plan identifies four business centres: Cooroy, Noosa Junction, Noosaville and Tewantin. The
Noosa Plan identifies in the business centre locality plans that business centres should not detract from
the role and function of the Shire Business Centre as the principal business centre of Noosa.
More specifically, the overall outcomes of the locality code are summarised as follows:
The Noosaville Business Centre Zone is intended to serve the local needs of the Noosaville
community and visitors.
The Noosa Junction Business Centre is intended to accommodate significant retail business,
commercial business, entertainment and dining business, and community uses that provide residents
and visitors with a range of goods and services including some higher order services; and
accommodates uses that do not detract from the role of the Shire Business Centre as the principal
business centre for Noosa.
The Tewantin Business Centre is also intended to accommodate uses that do not detract from the
role of the Shire Business Centre as the principal business centre for Noosa; is focused on Poinciana
Avenue and serves the residents of the locality and wider hinterland; and also serves a significant
employment and administrative role, with Council offices, government and community services.
Cooroy is also intended to retain its role as the major business centre for Noosa’s hinterland area.
