MCU14/0106 Appendix J - Retail Needs Assessment
4.14 APPROVED AND PROPOSED DEVELOPMENTS
This sub-section reviews the most relevant approved and proposed retail developments within the trade
area and in other areas of significance to Noosa residents and tourists.
The Sunshine Plaza expansion is proposed to incorporate a David Jones store of 14,000 sq.m and
additional mini-major and specialty shop floorspace, including a new food court. The project had been
stalled for some time but was approved by Council in March 2013. At a cost of at least $350 million,
the expansion will further confirm Sunshine Plaza’s primacy in the region. While the expected
completion date was originally the first half of 2015, we note that construction has not yet begun and
the project has been deferred. Consequently we have assumed that the project will be completed
post 2018. As a result, this approved development has not been taken into account in considering the
impacts of the Noosa Civic expansion.
The application for a Masters Home Improvement complex (the Masters complex) at Hoffman
Drive, Noosaville has been approved by the Planning & Environment Court of Queensland. The
Masters complex is to be developed in two stages. Stage 1 will comprise of the development of a
9,822 sq.m Masters Home Improvement Centre (the Masters Centre), which includes an outdoor
garden centre component; and stage 2 will comprise 1,737 sq.m of separate showroom space. The
complex is anticipated to be completed in July 2016. The Masters complex will compete with the
Noosaville Bunnings store and other bulky goods retailers in the Noosa Industrial Estate and
throughout Noosa. It will be of only limited relevance to the proposed Noosa Civic expansion.
An application for the development of the Peregian Village Market at 215a – 219 David Low Way,
Peregian Beach was approved in May 2014. The development permit is for the construction of a
single storey commercial building with 950 sq.m supermarket floorspace, 5 speciality stores totalling
393 sq.m of retail floorspace and a restaurant with an outdoor dining area. The development is
anticipated to be completed in October 2015. This new development will serve some of the top up
needs of the local Peregian Beach catchment, as well as local tourists, in an area which currently has
a very low provision of food retailing floorspace. Consequently, due to its limited scale and local
orientation, it will not affect the analysis of need for proposed Noosa Civic expansion, and Noosa
Civic would not affect the scope for the Peregian development
An application to extend the Noosa Fair Coles supermarket by 590 sq.m was approved in
December 2013. The extension is anticipated to be completed in February 2016. This extension will
do little to correct the anticipated future shortage of supermarket floorspace in the trade area, as
discussed further in sub-section 7.2 of this report, but it will provide a slightly improved range for
Noosa Junction shoppers.
An application for a mixed use development, including a tavern and liquor barn, to be built at 99
Noosa Drive, 3 & 29 Lanyana Way, Noosa Heads was refused by council in February 2014. The
application included converting the existing building on the site into a tavern including a public bar,
bistro, kitchen, gaming lounge, function room, outdoor beer garden, children’s play area and a liquor
barn including a retail sales area.
The impact analysis in this report does not include these approved developments. In the analysis which
follows we are seeking to isolate the impacts resulting from the proposed Noosa Civic development,
rather than calculating cumulative impacts. In any event, given the nature, location and scale of the
approved developments, it is unlikely that the impacts resulting from the Noosa Civic expansion will be
significantly different from the calculated impacts outlined later in section 8.
4.15 SUMMARY
This section has provided an overview of the retail structure and competing centres in the Noosa Civic
trade area, and includes a review of the role and function of each centre.
In summary:
It is estimated that there is approximately 151,200 sq.m of retail and 97,000 sq.m of other business
and community service floorspace within the Noosa Civic trade area. At the time of the land use
survey there was 19,700 sq.m of vacant floorspace.
