PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 19 AUGUST 2014

 The application was lodged with Sunshine Coast Council in March 2013 when PSP13 was
still in place and the applicant subsequently agreed to pay parking contributions in good
      faith.
 The Hastings Street area is generally considered a primary location for future delivery of
new public transport infrastructure and/or programmes to deliver transport mode shifts
away from private cars. Some known opportunity exists to deliver new infrastructure (such
as upgrades to the local transit hub) and Council is currently investigating others (electric
      bus network).
 The majority of the new use areas, associated with the chemist and Aromas, are already
being used without apparent significant parking impacts.
 Council has historically encouraged outdoor dining on Hastings Street, where appropriate,
with those areas being a major contributor to the street’s character and vitality.
It is recommended that contributions in lieu of parking provision are accepted for this application.
In the short term, it is considered that the Hastings Street precinct will not be unacceptably
impacted by the potential increased parking demand and, in the longer term, the funds are
expected to be able to be directed toward projects that will deliver real offsets.
Landscaping
The 22m2 utility area expansion at the rear of Unit 6 involves the loss of a garden bed originally
approved in this area. The expanded outdoor dining areas are also proposed in what were
previously considered as hard landscaped areas on the site (i.e. paved). The applicant submits
that a large green wall erected along an approximately 40m length of the courtyard walls and
totalling 110m2 in area (see Figure 8 below) adequately offsets the expanding use areas’ impacts
on landscaping.

Figure 8 – New Green Wall to Courtyard Between Units 6 & 7
The small area of softscaping being lost at the rear of Unit 6 is not considered to contribute
significantly to the landscaping on the site and the provision of the green wall is supported,
subject to a condition that it be maintained.
3.4 Changes to Conditions
The requested changes will require some minor amendments to conditions of the existing
approvals, with the amended conditions listed in the recommendation.
