PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 19 AUGUST 2014
S1.5 For buildings,
a) upstream runoff must be diverted around
the construction site; and
b) sediment barriers are provided
downslope of disturbed areas to prevent
sediment washing into gutters, drains and
watercourses either on or off the site;
and
c) exposed soil and construction access
must be managed in accordance with the
International Erosion Control Association
Best Practice Erosion and Sediment
Control (BPESC) document 2008; and
d) temporary or permanent downpipes are
connected to the stormwater system
before laying the roof; or
e) localised erosion is avoided by directing
flow from downpipes over non-erosive
areas.

O1 Construction activities within watercourses are undertaken in accordance with Best Practice
planned to prevent erosion, construction failure and Erosion and Sediment Control, Appendix I –
associated sedimentation. Instream works, Sections 14 and 16
International Erosion Control Association 2008.
S2.2 Temporary vehicular crossings of
waterways must be designed and constructed
to convey flows for the 50%AEP event and
remain stable for all rainfall events up to
10%AEP event.
20. Water and Sewerage
Given that Council no longer administers the Water Supply & Sewerage Reticulation Code, and
the network assets are not its responsibility, it should be removed from the planning scheme. As
a consequence however it is suggested that statements be added to the use codes to ensure
that development in urban zones or within service areas connect to reticulated sewerage, water
supply and stormwater drainage at no cost to Council.
21. Water Sensitive Urban Design
Various amendments are proposed to the Water Sensitive Urban Design Code to bring the
provisions in line with current best practice for stormwater and water quality management
including the following overall outcomes:
a) development is designed, constructed and operated in a manner that contributes to, and
does not impede, long term attainment of relevant Environmental Values and Water Quality
Objectives as specified in the Environmental Protection Policy 2009;
b) development avoids adverse impacts on downstream ecosystems, properties and
infrastructure due to changes to stormwater flow, water quality or ecosystem health;
