PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 19 AUGUST 2014
26. Zone Changes
A complete list of zoning changes is included as Attachment 2. In general they can be
summarised as either correcting the zones of a new residential estate where the lot layout was
not finalised when the zone was applied; applying a conservation zone to land purchased
through the conservation levy; or changing the zone of Council land to reflect the established or
preferred use.
State Interest
Council Officers have met with officers of various State Agencies during July to gain an
appreciation of State Interests. No formal response has been received to date. A complete
State Interest Review will occur once Council has proposed amendments to forward to the
Minister.
Previous Council Consideration
At its meeting of 29 May 2014, Council resolved:
That Council note the report by Strategic Planner, Strategic Land Use Planning to the Planning
and Organisation Committee dated 20 May 2014, and respond to persons who made
submissions to the preliminary consultation on the proposed scheme amendments advising them
of the process going forward.
It is proposed that once Council has draft amendments available submitters can be informed of
Council’s intentions, ahead of formal public notification within the coming months.
At its meeting of 6 March 2014, Council resolved:
That Council note the report by Project Leader, Strategic Planning, Planning & Development to
the Planning & Organisation Committee dated 25 February 2014 and:
A. Resolve not to proceed with the previous Sunshine Coast Regional Council Draft
Planning Scheme process which applied to the Noosa Shire area;
B. Resolve to commence the process of making planning scheme amendments to the
Noosa Plan;
C. Authorise the Chief Executive Officer to advise the Minister of Council’s proposal to
commence the process of making planning scheme amendments; and
D. Respond to persons who made Noosa-relevant submissions to the draft Sunshine Coast
Planning Scheme in 2012 to advise them of Council’s intention regarding a planning
scheme review.
Finance & Risk
A weak or flawed planning scheme is harder to rely on in development assessment or to defend
in planning appeals. Each time a development approval is granted in conflict with the planning
scheme it erodes the strength of the scheme and erodes the community’s confidence in the
planning scheme. Therefore it is considered timely to update the planning scheme to strengthen
it and better reflect the expectations of the Noosa Shire Community and the planning policies of
the State.
