PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 19 AUGUST 2014
i. Utilisation of vacant backpacker carparks, if beds aren’t 100% full, and if sufficient
shower/toilet facilities exist. Consider providing portable toilets/showers during peak
period.
Advice received from the Planning & Environment Manager is that this would be
considered a new use (Visitor Accommodation Type 2 Caravan Park) under the
Noosa Plan and would require an application for a Development Permit for
MCU. This would allow the assessment of the potential impacts of people ‘camping’
in the car park for adjoining neighbours and ensure sufficient car parking was
maintained for the backpackers.
Notably the neighbours to one of the backpacker accommodation facilities have
lodged complaints with Council about people sleeping in their cars in the
backpacker’s car park regarding doors banging in the night and people
eating/drinking around their car in the carpark.
ii. Noosaville Sea Scouts campground / Aussie Rules football ground (temporary only
during peak periods, signage required)
The Noosaville Sea Scouts advise they have been providing camping to visitors since
its inception for more than 50 years and would like to continue to do so.
The Planning & Environment Manager has advised that the use of the Aussie Rules
football ground in Noosaville for camping during peak holiday periods would
constitute a MCU given that the proposed camping is proposed on a regular basis for
significant period of times. A Development Permit for MCU would be required to
operate camping/caravan facilities on these sites.
The April Ordinary Meeting resolution of Council allows assistance to be provided to
existing not for profit community groups operating camping grounds to lodge a
material change of use application for assessment.
A telephone enquiry has been received from a volunteer at the Aussie Rules football
ground regarding allowing onsite camping. As they do not currently provide camping,
it is recommended Council agree to authorise the provision of assistance to the
managers of the Aussie Rules football ground should they desire to lodge an
application.
iii. Utilisation of buffer areas within existing caravan parks
As per comment ii, a MCU application would need to be submitted by the caravan
park owner. Due to the costs associated with preparing such an application it is
unlikely that any applications will be received.
B. Amend local law to enable vehicle owners to be fined if found camping
A review of all local laws has recently commenced. It is envisaged the process will take up
to 12 months.
