PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 19 AUGUST 2014
C. Monitoring the illegal camping situation
Since the “No camping permitted” signs were erected in key locations on and after 26
March the number of illegal campers has significantly reduced. Monitoring will need to
continue as the problem may return when the warmer weather commences.
An email was recently sent to all campervan hire companies requesting they advise those
hiring a vehicle that it is illegal to camp in a car on a street or carpark in Noosa.
D. Amend the planning scheme to ensure dwelling houses are not utilised for short term
accommodation in residential areas unless approval has been obtained
During Planning Scheme Amendment workshops Councillors addressed submissions
received relating to nuisance complaints where short term accommodation occurs in
residential areas. At the workshop, Councillors concluded noise is a police matter and
requested no changes be made to the Planning Scheme.
It is also worth noting that no formal submissions were received from commercial
accommodation businesses objecting to private individuals providing short term holiday
accommodation.
E. Ensure provision is made within the planning scheme to accommodate visitor
accommodation
Proposed amendments to the planning scheme are detailed in a separate report to Council.
In brief they include:
Replacement of the administrative definition of “caravan” with one for “Recreational
Vehicles” in line with industry standards;
Within the Community Use definition of Open Space Type 2 Camp ground include a
sub use of Self-contained RV Overnight Area which will be self-assessable for rural
zoned lots greater than 2ha where no more than 5 RVs are catered for at once;
Changes to the Residential Use Visitor Accommodation Type 2 Caravan Park to reflect
the Queensland Planning Provisions;
Changes to the relevant use codes to clarify preferred outcomes and solutions for
camp grounds and caravan parks; and
A change to the assessment category for caravan parks and camping grounds in the
assessment tables within each zone so they are now a consistent use in more zones in
each locality (in particular within the Open Space Recreation Zone and Visitor Mixed
Use Zone).
3. RECREATIONAL VEHICLES IN THE HINTERLAND
Part of the resolution of the April Council Ordinary meeting was to: Authorise the provision of
assistance to existing not for profit community groups operating camping grounds to lodge a
m a te r ia l change of use application for assessment. Consequently a meeting has been held
with representatives from the Noosa Show Society and Council officers will be assisting them to
lodge a MCU application for up to 52 camping sites. To date no action has been taken at Cooran
or Kin Kin.
