SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 8 AUGUST 2017

A Council officer may also disclose information about:
   Corrupt conduct by another person;
 Maladministration that adversely affects someone’s interests in a substantial and specific
     way;
   A substantial misuse of public resources;
 A substantial and specific danger to public health or safety; and
 A substantial and specific danger to the environment.

Policy and Procedure Updates

The updated Policy and Procedure provided at Attachments 1 and 2 contain minor updates to the
previous versions. These changes were recommended by the Office of the Queensland
Ombudsman as part of its review of public sector agencies PID Policies and Guidelines.

The Queensland Ombudsman Office is the oversight agency for the management of PIDs in
Queensland. All PIDs received by Council and associated progress must be logged with the
Ombudsman's Office.

Approved versions of Council's Policy and Guideline must be made available for public access
on Council's website.

Measures of success

The Policy and Procedure will be considered effective and appropriately implemented in the
organisation if:
   The public has access to the Policy and Procedure via Council’s website;
 Council Officers are aware of their responsibilities including how to make a PID and their
     rights with respect to protective measures available;
 All PIDs received are appropriately assessed and managed in accordance with the
     requirements of the Public Interest Disclosure Act 2010, Council Policy and Procedure.

Previous Council Consideration

Ordinary Meeting Minutes, 12 March 2015, Page 8, Item 12:
That Council note the report by the Governance Advisor to the Planning and Organisation
Committee Meeting dated 3 March 2015 and:
A. Adopt the Noosa Council Policy “Public Interest Disclosure” (Attachment 1); and
B. Authorise the Chief Executive Officer to develop an organisational level Public Interest
      Disclosure Procedure.

Finance & Risk

In addition to the risk of legislative non-compliance, failing to have an appropriate Public Interest
Disclosure Policy and Procedure in place which is adequately implemented within the
organisation could significantly jeopardise the likelihood of Council Officers and the public to
make a PIDs in the event an incident of suspected wrong doing is identified. This could
significantly impact on the integrity and reputation of Council.
