SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 8 AUGUST 2017
The cost per visit, exclusive of depreciation and internal charges, was $0.57, down 3.4% on last
year’s measure of $0.59. Inclusive of all costs this figure increases to $3.18, up significantly on
last year’s figure of $2.58 and due entirely to a change in the methodology of allocating internal
charges and an increase in depreciation expenses.
The NAC continues to have limited capacity during most weekday afternoons, often because of
the growing popularity of water polo. While lanes are open to the public, these are generally
limited to one or two during the peak times of 3.30pm – 6pm.
3. STAFFING
The NAC remains a seasonal operation and therefore a large percentage of its team are
employed as casuals. Staff numbers are reduced significantly throughout Terms 2 and 3 as the
weather cools, and the days shorten and patrons move onto winter pastimes.
Recruitment of two full time positions approved as part of the NAC service review were
undertaken in quarter 1 of this financial period. Both staff have settled comfortably into their roles
and have assisted greatly in achieving recent results.
The conversion of a long term casual employee to a full time position occurred in March of this
year and together with the roles referenced above, has reduced the number of hours being
worked by long term casuals.
4. SYSTEMS, PROCESSES AND OTHER MATTERS
An electronic time and attendance system will be jointly investigated by the Community Facilities
branch and Corporate Services in the first half of 2017/18. Such a system would improve
rostering, reporting, budgeting and monitoring practices and would reduce human error and
provide further control of the facility’s largest expense (wages).
Night swim squads were introduced during summer on a Tuesday and Thursday in an effort to
alleviate some pressure on the availability of water space during the daytime. They have
remained popular and have not been suspended over winter as in previous years.
Crèche operations were reduced by 9 hours per week in August 2016 as recommended in the
NAC service review and new centre operating hours came into effect on 5 October 2016.
A detailed pool plant and equipment inspection was conducted by Roejen (a specialist
engineering and technical services company) and this has provided an improved approach to
asset management and maintenance which will help to ensure the viability of the centre well into
the future.
The NAC will continue to trial and review new initiatives throughout 2017/18 to aid the Centre’s
financial performance and boost visitations.
5. FUTURE DIRECTION
This is an exciting time for the NAC as it continues to gather momentum and look for ways to
become even better. The team have embraced the new staff and membership structure and are
committed to not only providing the community with a facility to be proud of, but one that
continues to adapt to meet the changing ways in which our community recreates.
