It is considered that the proposal does not comply with Performance Outcome PO7 as the
proposed height of the dwelling house is not consistent with the predominant character of the area
and the area of non-compliance has the potential to visually dominate the surrounding area. The
predominant character of the eastern side of Seaview Terrace are dwelling houses below 8 metres
in building height and as such the proposed building height is not consistent with the character of
the street. Building heights for surrounding dwellings on the eastern side of Seaview Terrace are
below:

It is noted that the plans cause the proposal to appear as a three storey development in part. The
portion of the dwelling house that appears as three storeys is the stairs and lift area in the southern
corner of the dwelling.
