The current contract for cleaning maintenance (separable portions) is held by two separate
contractors (Contract No. 1617T097) which expired 19 June 2021; however, a rolling 30-day
extension was granted while Council went to market (tender) for the new agreement.
2.       Tender Process
In accordance with Part 3 of the Local Government Regulations and Council’s Procurement Policy,
Council invited written tenders for the provision of cleaning services under the following three (3)
separable portions:
•        Separable Portion 1 – Tewantin Administration Building, Doonella House, Pelican Place and
         Noosa Regional Art Gallery.
•        Separable Portion 2 – Noosaville Depot and Pomona Depot.
•        Separable Portion 3 – Waste Transfer Stations (Eumundi, Cooroy and Pomona).
Council invited written tenders via Council’s VendorPanel e-portal on 18 August 2021 and
advertised the tender within the Noosa Today publication on 20 August 2021. The tender closed
on 9 September 2021 with 18 conforming submissions received.
The tender was issued as a lump sum contract for all cleaning requirements, and a schedule of
rates was also included for tenderers to provide rates for additional works as may be required from
time to time, including consumables.
The tender identified that a contract would be established for an initial contract term of one (1)
year, plus three (3) extension options of up to twelve (12) months each, at Council’s sole discretion.
3.       Tender Assessment
The tender evaluation panel undertook an assessment of the following conforming submissions,
