One additional submission was received and assessed as non-conforming and was not
considered, with another tenderer withdrawing their conforming submission during the evaluation
process.
The conforming submissions were evaluated against the following evaluation criteria and
weightings, using Council’s Weighted Attribute Evaluation spreadsheet.

Note: Attachments 1, 2 and 3 present the evaluation outcome of the conforming submissions
against the above criteria.
The tender sought a schedule of rates for preventative maintenance, including COVID-19 cleaning
requirements, across all of Council’s facilities performed on an ad-hoc, monthly, quarterly or annual
basis; plus a schedule of rates for consumables. Additionally, tenderers were required to nominate
the number of hours and staff dedicated to complete the servicing each year.
A pricing scenario (excluding consumables) was applied to evaluate the respondent’s annual lump
sum pricing submission and schedule of rates, based on Council’s current cleaning services of
Noosa Shire Council Buildings and Facilities.
