GENERAL COMMITTEE MEETING AGENDA 17 JANUARY 2022
RECOMMENDATION
That Council note the report by the Director Executive Services to the General Committee Meeting
dated 17 January 2022 regarding the results of the Noosa Council Community Satisfaction Survey
2021 as detailed in in Attachment 1 to the Report: the “Noosa Shire Council Community
Satisfaction Survey 2021” report prepared by Market Facts (Qld) Pty Ltd.
REPORT
The Community Satisfaction Survey undertaken by Market Facts (Qld) Pty Ltd in June 2021,
surveyed 400 Noosa residents aged 18 years and older from across the shire and from different
demographic groups including age, gender; home ownership status, neighbourhood and current
work status. The survey method included phone contact with residents (landline and mobile) and
the survey was available on Council’s website (156 people completed the on-line survey).
The objectives of the survey were to:
• Provide measurements of residents’ attitudes and opinions and diagnostic information and
analyses, regarding the extent to which the Council’s provision of works, facilities and
relevant administrative services meets the community’s perceived priorities.
• Compare the results against previous Noosa Council surveys undertaken in 2017 and 2019
as well as the survey results of other similar sized Qld Councils (LGAQ’s biennial surveys of
Qld. Councils undertaken in 2017 and 2019).
• Provide number-based detail which can be used to calculate relative priorities between the
41 primary service/policy areas for which Council is responsible according to the “weighted
average” of community perceptions, after considering both existing Council performance as
well as basic community priorities (i.e. ratings for importance).
The survey asked respondents to identify how important 41 Council services/responsibilities were
using a five-point scale (Crucial 5, Important 4, Nice to Have 3, Not Very Important 2, Quite
Important 1) and how well they believed Council is performing in those aspects (Very Good 5,
Good 4, Fair Only 3, Poor 2 and Very Poor 1). In addition, respondents were asked to provide an
overall rating of Council’s performance and to provide opinions on 5 additional questions developed
by Council. The questions related to preparedness for a disaster or emergency, the right balance
between providing services and financial means, contact with Council, lifestyle, and challenges to
be faced by the community in the next few years.
The primary services/responsibility areas are grouped under the following 5 Themes:
1. Theme 1 - Basic Services and Infrastructure (road construction, road maintenance, footpaths
kerbing & guttering, street lighting, traffic management, parking facilities, public transport,
drainage & flood mitigation, waste management, community health).
