GENERAL COMMITTEE MEETING AGENDA 17 JANUARY 2022
Methodology
The survey method used two different measurements of community perceptions of their level of
satisfaction with current Council performance - ‘direct’ and ‘calculated’.
Direct – The Unweighted Overall Performance Rating is obtained from asking a direct question
rating Council’s overall performance i.e. “Is Council delivering a level of services and displaying a
quality of performance in fulfilling all responsibilities, regarded as ‘value for money’ for the rates
and charges you pay”.
The 2021 overall rating of 3.57 is lower than the results in the previous surveys (i.e. 3.79 in 2019,
3.82 in 2017). A mean score of 3.57 translates to ¾ of respondents viewing Council’s performance
as good (55%) and very good (5.5%). It is also 71.4% (compared to 75.8% in 2019 and 76.4% in
2017) of the optimum score of 5 which means that Council is generally viewed as being effective
in delivering services to the community.
Table – Summary of tracking Surveys – Overall Performance Rating
Calculated – The Weighted Aggregated Total Performance Rating is calculated by summarising
all performance ratings of each of the 41 responsibility/service areas into one number weighted
by the relative importance of each area, the Average Total Performance Index (TPI). The Total
Performance Index (TPI) shows how the community judges Council performance as it makes
allowances for the relative importance of each activity. In 2021 Noosa’s TPI was calculated at
72.07% which is lower than the results for 2019 and 2017 however it is above LGAQ state and
provincial TPIs for 2017.
The following chart compares the Total Performance Index (TPI) for Noosa 2021, 2019 and 2017
including the 2017 LGAQ Community Satisfaction Survey state-wide and provincial averages. In
2021, Noosa is below overall average TPIs in all 5 Themes -
• Customer Service and Communication TPIs experienced the greatest reduction (70.56% in
2021 versus 75.41% in 2019).
• Community Lifestyle Services, Qualities of Council and Basic Services and Infrastructure
TPIs reduced on average by 2.4% (from 74.86% in 2021 versus 77.6% in 2019).
• Managing the Shire TPI was stable or on par with 2019 result (73.23% in 2021 versus 73.25%
in 2019).
